problem of redistricting Oregon's
four Congressional districts.
The United States Supreme
Court ruled last February 17 that
each member of the u. b. House
o Representatives must be elec
ted from Congressional districts
roughly equal in population to
other districts in the state.
Oregon's Congressional dis
tricts presently vary as widely
as 522,813 in District Three
(Multnomah county) to 265,164
In District Two (Eastern Ore
gon), a difference of 257,649
based on I960 federal census fig
ures. Population by district: Dis
trict 1, 517,678; District 2, 265,
164; District 3, 522,813; District
4', 463,032.
The 6-3 Supreme Court de
cision cast doubt on the validity
of the election of all but 37 of
the 435 representatives, suggest
ing 398 U. S. House seats were
filled unconstitutionally.
Some 20 states have greater
district population difference
than Oregon. Texas leads the
pack with a difference of 735,

Douglas counties. District Two
would include all counties east
of the Cascades in addition to
Coos, Curry, Josephine and Jack
son counties.
District Three would split
Multnomah county, taking that
portion east of the Willamette
river in its boundaries.
District Four would be com
posed of Clackamas, Clatsop, Col
umbia, Lincoln, Polk, Tillamook,
Washington, Yamhill counties
and that portion of Multnomah
county west of the Willamette
river.
Mosser Plan: District 1,450,
268; District 2, 436,711; District
3, 440,209; District 4, 440,499.
Mosser's bill was tabled in
committee.
The high court's ruling "that
the Constitution requires states
to select Representatives either
by election at large or by elec
tions in districts composde as
nearly as is practicable of equal
population," places the Oregoh
Legislature in the position of
doing one of two things:
State Congressional districts
will either be redlstricted to bal
ance the population differences,
or candidates will be required to
run for office state-at-large.
In either case, the decision as
to which way the Legislature
will go in changing districts will
depend greatly on which party
is in control.

We plan to visit two bakeries
and a woolen mill on June 3 In

hcrty's back yard, if the weather
is nice.
