PRECIPITATION BY ARTIFICIAL
MEANS
TO WHOM IT MAY CONCERN:
Notice is hereby given that it
is the intent of the Water Re
sources Development Corpor
ation of 4G0 South Broadway,
Denver 9, Colorado, which holds
license No. 45 of the State of
Oregon to engage in operations
to .modify natural precipitation
by artificial means, for and on
behalf of MORROW COUNTY
WEATHER RESEARCH ASSOC
IATION, located at Echo, Oregon.
The object of the above pro
gram will be to increase natural
rainfall.
1. The area to be affected is
described as lying within Mor
row County and northwestern,
Umatilla County, State of Ore
gon. 2. The operation will be con
ducted through the use of
ground-based silver iodide gen
erators within the counties of
Grant, Wheeler, Wasco, Gilliam,
Morrow, Umatilla and Sherman;
State of Oregon.
3. The period of operation will
be from on or about 15 October
19fi,3 to on or about 14 October
1904.

Pursuant to provisions con
tained in Section 108 of Public
Law 86-645, 86th Congress, 2261
acres of Government owned
land consisting of 8.2 miles of
frontage on the Columbia River
are available for sale to the
Slate of Oregon, political sub
divisions thereof, port districts,
port authorities, or other bodies
created by a state for the pur
pose of developing or encour
aging the development of public
port and industrial facilities to
serve the objectives of the John
Day Lock and Dam Project. The
reservoir frontage begins four
miles upstream from the mouth
of Willow Creek and extends 8.2
miles to within three miles of
the community of Boardman. A
legal description of the land In
volved can be obtained from my
office.
Any sale of this property shall
be at the fair market value of the
land, as determined by the Sec
retary of the Army, upon con
dition that the property shall
be used for public port and In
dustrial purposes and subject to
such other conditions, reserva
tions, or restrictions as the Sec

ed over the week-end after at
tending the Western States Dem
ocratic conference at Salt Lake
City, Utah.
While there, they met Secre
tary of Agriculture Orville Free
man. The Heppnerites made the trip
in separate cars to allow for
different schedules. Jones was
suffering from an ailing back
in the latter stages of the con
ference and still was troubled
with it after arriving home.

lone Man Rapped On Three Counts
Patrick C. Doherty of lone was
fined and sentenced to a jail
term when he pleaded guilty in
Heppner justice court Saturday
to three charges against him.
Justice of the Peace Oliver
Creswick ordered a sentence of
90 days in jail for driving while
his operator's license was sus
pended, and sentenced him to
90 days in jail or a fine of $500
for driving under the influence
of intoxicating liquor. A third
charge, being drunk on a pub
lic highway, resulted in a for
feiture of $75 bail that Doherty
had posted.
Arrest was made on September
13 by State Police Officer Jim
Gordon upon complaint of a pri
vate individual, Creswick said.
Others also reported seeing the
defendant driving on the high
way between Heppner and lone
in erratic manner, narrowly
missing cars in Lexington, the
justice of the peace said.
Doherty's name was also ord
ered by the justice of the peace
to be placed on the state inter
dictory list.
