Committee Urges
Cost Accounting
System on Roads
Meeting In Prlneville recently,
a joint committee of Oregon
county officials, county . engin
eers and general contractors de
clared that proper cost account
ing for county road operations is
a must for good, economical
road administration.
The group voted unanimously
to recommend to the Association
of Oregon Counties that a 'sur
vey be set up immediately to
determine the status of cost ac
counting systems In the various
individual counties and to find
ways and means to assure the
establishment of better systems.
It was reported that most of
the counties contend that they
now have good cost accounting
systems; however, one promi
nent county engineer expressed
the opinion that all but a very
few of the counties are confus
ing ordinary accounting systems
with the more specialized cost
accounting. He pointed out that
ordinary accounting merely
gives figures on receipts and
expenditures on a lump sum ba
sis whereas cost accounting pro
vides figures to show detailed
costs of each separate operation.
The group gave solid recog
nition to the fact that cost ac
counting is the only source of
accurate information on whether
or not the county is spending its
road dollars in the most econom
ical manner. This joint commit
tee is made up of the Roads
and Highways committee of the
Association of Oregon Counties,
the Roads and Highways com
mittee of the Oregon Association
of County Engineers and Sur
veyors and a task committee of
the Associated General Contrac
tors. The joint committee also gave
considerable time to discussion
of the factors involved in the
proposed program wherein the
counties would submit more of
the county road construction
work to competitive bidding.
