Srt In a placid valley surrounded by rolling hills and
arched over by a smoff-frea sky, with a year roun. stream
running through the town, and a number of beautiful homes
and yards as a nucleus there Is no reason why this cannot be
come a reality within a few abort years If the goal is set
and an Intelligent and continuing program Is Instituted.
Nothing good comes about by chance. Salem did not achieve
status as an All American City by merely letting nature take
ita course and wishing for something to happen.
The first step Is a real desire to make something of the
old home town. History la a wonderful thing It shows us the
errors of the past as well as the things that have been done
correctly. It has been aald that any fool can learn from ex
perience, but only a wise man (or community) can learn from
the experience of others. If we are wise we will pattern our
actions after some of the towns which have made names for
themselves as being good places In which to live.
After the desire for a city beautiful has taken root, the next
step Is a carefully considered plan to make realization of that
desire a possibility. Among the factors to be considered are:
proper and adequate zoning laws: encouragement of land
scaping, flower and garden clubs; planned development of
parks and streams; regular care and maintenance of streets,
alleys, and public buildings; nurturing of community pride
among all residents.
Once the plan has been adopted, and properly presented
to the citizens, a change can be expected to take place. It Is only
natural for people to conduct themselves In accordance with
their surroundings. In a city such as Santa Barbara, Calif., for
example, no one Is likely to clutter up his lawn with old truck
bodies, used lumber, broken-down sewing machines, step-ladders,
rusted-out oil barrels, and such Items. It would simply be too
conspicuous too much out of keeping with the surrounding
beauty of the town. On the other hand, most of us have seen good
neighborhoods deteriorate into slums and no effort was made
by home-owners to keep their properties attractive. Good sur
roundings attract good people, and vice versa. An attractive town
draws new residents, and property values remain stable or In
crease.
The time to start is now. It is hoped that the Taint-up, Clean
up campaign will trigger a wave of improvements in Heppner
which will earn us a name throughout the state and the North
west as a city of beautiful surroundings in keeping with the
prosperity of our region. It can be done with planning, coopera
tion, ana wonc. w.o.w.

"Aren't any dogs to catch. Any
stray turns up, and if the dog's
healthy, Slim gives it to some
youngster to keep for a pet
We don't want to elect a man
who'd put harmless littla pups
in cages, do we?"
I guess we don't, because
Slim got re-elected, and they
even gave him a raise In pay.
From where I alt, the folks
la oar town are a pretty nice
bunch. Live and let live, they
say -and they doa't just apply
this old axiom to strays, either.

A most Important meeting for
all Baldy Butte Ski Club mem
bers will be held at the Fair
Building annex April 9 at 4
p. m. Prospective members are
also welcome. On the agenda
are election of officers, discus
sion of developments of the pro
posed Arbuckle Mountain site,
and a showing of slides of Squaw
Valley by Bob Rietmann. Re
freshments afterward, too.
The last organized activity of
the ski club will be the presi
dent's cross country tour along
the summit of the Baldy ridge
to Arbuckle and down to the
road. This Is for adults and older
juniors who can make a four-
mile trip. Meet at the ski area
at 9:30 Saturday. Bring lunch.
The Don Peterson and Ken
Peck families plan one last ski
outing when they go to Mt.
Hood's Timberllne April 22-23 to
attend the Pacific Northwest Ski
Association annual meeting.
PNSA is the motive force pro
moting ski races and skiing in
general. Any interested skier can
join and the association has a
good group insurance plan.
Don't neglect to block up your
skis to hold their camber and
store them in a cool, dry place.
Put boots on boot trees and stuff
lnsldes with newspapers. Store
them in a like place.
This will be the last Ski Trails
for this season. See you at the

Gasoline taxes will be lowered
if the latest temporary
Federal gasoline tax increase
expires on June 30th as scheduled by
the 1959 Federal Highway Act.
Along with all good citizens, we are in favor of
building the roads that the motoring public needs.
Hut, in the last 10 years alone. Federal and State taxes
nationwide on gasoline have skyrocketed 51 sky
rocketed to a point where gasoline, a basic commodity,
is actually taxed at a rate five limes as high as luxuries
like diamonds and mink coats.
Must gasoline taxes be so high? Most people believe
ih it sasoline taxes are hich because the monev is needed
to pay for our national highway program. This is not so.
I he fact is that out of every highway-user tax dollar
collected last year by the Federal government, more than
40 cents was diverted to non-highway purposes.

In fact, the Federal-Aid Highway Act of 1 959 provides

L. S. Treasury's general fund will instead be deposited
in the Highway Trust Fund.
As a result, if the latest Federal temporary gasoline tax
increase expires on June 30th as scheduled-the national
highway program will actually get $225 million more
each year than it now receives from the latest Federal
temporary gasoline tax increase.
In January of this year, after an exhaustive 2-year sur
vey of national transportation policy, a special U. S.
Senate study group confirmed the wisdom of this decision.
This will be good news for you. You will be able to
enjoy a steadily improving highway system, at a lower
gasoline tax-rate.
