Council Holds First
Meeting Tuesday

trict attorney Rolcrt Abram.

chambers the group studied and
discussed House Bill no. 153, per
taining to Juvenile In the state
of Oregon, passed by the 1959
legislature.
This law provide that the Juv
enile court Judge or Judge of
each county having a population
of over 10,000 shall appoint a
Juvenile advisory councU. Other
counties may do so but are not
required to by the law. The
council Is to consist of seven
directors and such other mem
bers a may be appointed.
In cooperation with the Juv
.nii. enurt the council Is to study
and make recommendations con
cerning the operation of the Juv
enile court, Including the coun
selors and other personnel, de
tention facilities, shelter care,
foster homes and other facilities
functioning or needed in connec
linn uith the care of children.
Tho council Is to study and
make recommendations In con
nnrtinn with community pro
grams and services designed to
prevent or correct Juvenile de-
llnuuency and other children s
nroblems of the type coming be
fore tho luvenlle court.
it Is to take appropriate action
to stimulate community Interest
In the problems of children ana
to carry out the recommenaa
tions of the council. It is re
quired to make an annual re
nnrt concerning Its activity.

The law also provides lor me
county court to spend regular
county funds for the activities
of the council.
Harness stressed that the pro
visions of the act shall be lib-
omiiv construed to the end that
. . V- - - ...
a child coming within the juris
diction of the court may receive
such care, guidance and control,
as will lead to the child's wel
fare and the best Interests of the
public. It is preferable on the
nnrt of the state that the child
remain in his own home, but if
Is necessary to remove him
from the control of his parents,
the court is to secure for him
care that best meets the needs
of the child.
Gene Majeski, Lexington, was
elected chairman of the council
with Mrs. Roland Bergstrom, lone
to serve as secretary. The coun
cil will meet each month on the
first Monday.
Plans were made for some
members to attend the Juvenile
advisory council institute wnicn
will beheld in Salem Oct. 28-29.
Who will represent the Morrow
County Council at the meeting
will be decided later, possibly
two members.
All seven members attended
the first meeting of the new or
ganization. Besides Majeski and
Mrs. Bergstrom they were Gordon
Pratt and the Rev. Bruce Spencer,
Heppner; Mrs. Norman Nelson,
lone; Harold Baker, Boardman
and Vernon H. Gcberding, Irrl-gon.
Alton Yarnell, son of Mrs.
Kathrvn Yarnell and Mildred
Butterfield were married in Reno,
Nevada. October 12, 1960. The
Yarnell's spent a short honey
moon at Lake Tahoe and return
ed home Monday. They will be
at home in White's Apartment.
In Heppner last week to at
tend the funeral of Dick Kononen
were Mrs. Monte Carnes of La
Grande. Stephen Green of Fen
dleton. Mrs. James Green and
Mrs. IVn Anderson of Arlington.
Last Saturday. Mr. and Mrs.
Raymond French were in Con
don visiting Mrs. French's sister
and husband. Mr. and Mrs. Da
vid Feterson and to attend a
birthday party Saturday night in
honor of Mr. Feterson s birth
