NO FUNDS TO RICHMOND
The state treasurer cannot leg
ally place state funds in the
hands of a Richmond Va. federal
reserve bank, Attorney General
Robert Y Thornton said Monday.
The question came up because
the State Board of Higher Edu
cation seeks financing by the
Federal Housing and Home Fi
nance Agency at Oregon Colleges
of Education.
The agency has agreed to buy
Oregon Higher Education Build
ing bonds and asked that the
state treasurer appoint the Rich
mond bank as their fiscal agent
I for collection of interest and
principal payments on the bond
issue.
However state law specifically
provides that those payments on
State Board of Higher Education
bonds shall be made at the office
of the state treasurer or a properly-designated
fiscal agent in
New York City, Thornton said.
