pliance with Sub-section 2, ORS
331.330, to the legal voters with
in the Morrow County School Dis
trict of Morrow County, State of
Oregon. In each of the schools
under control of sub-districts lcj,
10, 12, 25, 35cj, and 40, at the
hour of 2:00 P M, and ending
at the hour of 8:00 P M, on the
first Monday of May, being the
4th day of May, A D, 1959, seven
(7) board members will be elec
ted. Board members are to be
elected who will comprise the
Morrow County School District
Board. One board member shall
be elected to represent the Board
man District, known as Zone 1;
one to be elected representing the
Irrigon District, Zone 2; one to
be elected representing the lone
District, Zone 3; one to be elec
ted representing the Lexington
District, Zone 4; one to be elec
ted representing the Rural Hepp
ner and the Hardman District,
Zone 5; and two members to be
elected representing the Heppner
City Limits, which comprises
Zones 6 and 7.
A. The person elected to the
board, who receives the highest
number of votes shall serve for
a term of five years. B. The per
son, elected to the board, receiv
ing the next highest number of
votes shall serve for a term of
four years. C. The next two per
sons elected to the board, receiv
ing the next highest number of
votes shall serve for a term of
three years. D. The person, elected
to the board, receiving the next
highest number of votes, shall
serve for a term of two years.
The remaining two persons,
elected to the board, shall serve
for a term of one year.
The school board elected shall
not assume its powers and duties
until the date when the Admin
istrative District comes into ex

hereby invites sealed bids for
the purchase of City of Heppner
Water Bonds in the principal sum
of One Hundred Forty Thousand
Dollars ($140,000.00). Sealed bids
must be received at the office
of the undersigned at the City
Hall, in Heppner, Oregon, not
later than 8 PM, Oregon Stan
dard Time, on April 27th, 1959.
These Water Bonds, being issued
pursuant to the laws of Oregon
and the Charter of the City oi
Heppner, will be in denominat
ions of $1,000.00 each, dated April
1, 1959, and they will mature
serially in numerical order as
follows:
$7,000.00 on April 1 in each
of the years 1960 to 1962 In
clusive: $8,000.00 on April 1
in each of the years 1963 to
1965, inclusive; $9,000.00 on
April 1 in each of the years
1966 and 1967; $10,000.00 on
April 1 in each of the years
1968 and 1969; $11,000.00 on
April 1 in each of the years
1970 to 1972, Inclusive; $12,
000.00 on April 1 in each of
the years 1973 and 1974; -provided,
however, that the
bonds of said issue maturing af
ter April 1, 1966 may be called
and redeemed in inverse nu

to the City as a guarantee of
good faith.
Each bidder'is required to in
clude in his bid a statemetn
of the total interest cost and ef
fective interest rate, based upon
aggregate Interest cost, that the

called prior to the final maturity
date thereof.

Citizens having matters for

gave Ex-Gov Holmes a good run,
after he had drawn out of the
primary race. His four terms in
the Senate and one in the House,
seem to be re-sparking his mem
ory. He is writing 'pieces' for the
paper a sure sign of political
comebackism.
His most recent admonition Is
to the Legislature, particularly
to the 19 Senators and 18 Rep
resentatives who have signed a
measure calling for a vote of the
people in 1960 on a three per
cent sales tax.
The former Senator feels, "that
the well-intentioned legislators,
should pass a sales tax right
now Instead of keeping the mat
ter up in the air until November
1960 and letting the biggest par
ade of tourists that ever came to
Oregon go through our state for
free. The bill could go into force
in late July and thereby derive
enough revenue to take care of
our building program for schools,
and at the same time meet the
other provisions regarding the re
duction of income taxes and pro
perty taxes as provided in the
proposed bill.
GRAB OREGON BOXCARS
A look at the annual boxcar
shortage in the northwest reveals
the major difficulty is that many
mid-western and eastern rail
roads retain and use cars that
come into their territory from
western railroads for long per
iods after being unloaded at their
destination.
Their alibi is almost Nietzs
cheism: "We are too poor to buy
new rolling stock".
