To amend the Charter of the
City of Heppner, Oregon, by add
ing thereto Article authoriz
ing renewal, repair and improve
ment of the water system; and
the issuance of bonds in the sum
of One Hundred Sixty Thousand
Dollars ($160,000.00) to provide
funds therefor.

(a) In order to provide funds
with which to replace water
pipe lines, and repair and im
prove the water system of the
City, the Council Is authorized
to issue and sell water bonds
of the City, in the sum of One
Hundred Sixty Thousand Dol
lars ($160,000.00). The said
bonds shall be in such form
and shall bear such issue and
maturity dates as the Council
shall determine, but all of said
bonds shall mature within
twenty-five (25) years from is
sue date. Should the Council
so elect, it may issue the said
bonds with the privilege re
served therein, of redeeming
part or all of the bonds at
par value and accrued Interest,
upon optional dates to De ae

system; and to pledge all or
any part of the net revenues
thereof, to the payment of the
interest on, and to the retire
ment of the principal of, the
bonds hereinabove authorized
(d) So long as any of said
bonds or any that may be
issued to refund them shall be
outstanding, the Council shall
include in the annual tax levy
of the City a sum sufficient

of the said water system and
facilities, to pay the interest
upon and the principal of the
said bonds as the said obliga
tions respectively become due
and payable. The said tax shall
