tee named by th3 Legislature.
Director Jensen immediately
announced that his administrat
ive assistant will be Harry
Schenk, a former assistant sec
retary of state and more recently
executive secretary of the Cali
fornia Manufacturers association.
Mrs. Marlon Beckman, who was
office secretary for the former
Oregon Development Commission,
was named as administrative sec
retary. Three professional staff
assistants and a stenographer
will be added.
The state headquarters of the
department will be in Portland.
Public meetings will be arranged
in Oregon cities, tentatively, in
mid-September. Jensen said he
would leave Sept. 20 on a two
months trip to the East to con
tact industries.

With the costs of living show
ing consistent gains month after
month, official Washington is be
coming somewhat concerned
over public clamour to do some
thing about stopping Inflation.
In fact, the Administration has
said It Is against inflation.

It Is interesting to note that
in the first 11 months of the 1957
fiscal year the federal govern
ment spent almost $72 billion,
, while in first 11 months of 1950,
total was barely $65 billion.
Thus, there is almost a $7 bil
lion increase between the two
periods. Now it is Interesting to
note that while ofllcial cry Is that
increased defense calls for In
creased expenses, only $3 billion
more was spent by defense de
partment, leaving $4 billion gob
bled up by just general Rovern
ment, such as approximately
ZO'x. more paid out by federal
employees retirement funds.
Foreign give aways continue
to loom large in the budget. With
out them, a substantial tax cut
would be possible.
Hut It Is Interesting to note
the type of organizations that
band together to support foreign
aid, ami notice that they are the
same vaguely defined outfits that
have also sprung to action to

Thornton has just ruled that
school boards are required to ad
mit all children 6 to 21 living
within their districts.
The only exception is a pro
cedure prescribed for permanent
exclusion of children over 10 who
are found mentally unable to
benefit from instruction, he said.
Thornton held also that where
a mentally retarded child has
been Committed but not admit
ted to Fairview Home, the state's
Institution for training, treat
ment and care of mentally de
ficient or epelptic persons, he is
entitled to education in the school
district wherein he resides, eith
er in regular classes or vin a
special instructional facility est
ablished by the district, unless
an exclusion procedure has been
instituted by the district pr a de

League of the United States, an
organization which encourages
the growth of cooperatives to the
detriment of private enterprise

many other similar groups.
Needless to say, the Daughters
of the American Revolution, the
American Legion, have appeared
on the negative side.
Thus, there is constantly In
Washington, clamorous, and ap
parently well financed organiza
tions, always all out for govern
ment to do anything that will
contribute to Inflation.
Whether their motives are ul
terior, or based on soft-headed-ness,
no one knows, nor does this
make particular difference.
But it is significant that there
are some organizations in Wash
ington who continue to combat
these "do-gooders."
One such group Is the Amer
ican Legion. Another Is the na
tionwide organization of small
businessmen who under the ma
chinery of the National Federa
tion of Independent Rusiness,
keep their Congressmen informed
on their viewpoints.
In fact, it is (,ften felt to be

the membership of a 15-member
advisory committee Wednesday.
The body will counsel the com
mission on all phases of taxation
especially in the income tax field.

bers. Members are:

Binned Teacher Appeals
Complete appeal was filed In
the Oregon Supreme Court this
week in the case of Rep. Thomas
Monaghan, Milwaukie teacher,
whose right to serve both as a
member of the state legislature
and a teacher in the public schols
.v,is questioned in the Clackamas
Couniy Circuit Court.

Ben Oregon Turkeys
Canada has an embargo on U.
S Turkeys after having had a 5
cents per pound import tariff in
effect for some time. The import
tariff was used to aid a price
support paid their turkey grow
ers. The Oregon State Agricultural
Department this week filed a pro
test against Canada's current em
bargo. Only one per cent of the
U.S. turkey production as a whole
has been exported to Canada.
Oregon producers have market
ed 15 percent of their turkeys
there.

Five New Livestock
Officers Appointed;
Districts Revised
Robert J. Steward, director of
the state department of agri
culture, today announced ap
pointment of five new livestock
officers, together with a realign
ment of livestock officers from
seven to 11. The new men will
work under M. E Knickerbocker,
chief of the division of animal
husbandry.
At the same time Steward an
nounced the promotion of E. L.
Wright from the livestock officer
serving the Salem district to a
new supervisory position in the
Salem headquarters.
Wright, who has been with the
department since 1949, will now
be in charge of lay inspectors
working in the new auction mar
ket and livestock disease con
trol programs. He will also super
vise lay inspectors under the new

state meat Inspection program.
This means correlation of activi
ties of about 65 men so all in
dustry needs will be filled and all
men will carry a full work load.
Under the new assignments,
the livestock officers previously
known as district theft investiga
tion supervisors have expand
ed duties. In their districts, they
will be responsible for non-technical
aspects, Including property
control, personnel management
and accounting, of lay meat In
spectors, as well as brand In
spectors, and lay inspectors in
the auction market disease con
trol program.t They will continue
to be in charge of livestock theft
investigations and estray work.
The livestock officers in this
area are: Edgar Albert at Hepp
ner, Morrow, Umatilla, Union and
Wallowa counties.
J. O. Turner and Jack Bailey
were in Portland Tuesday and
Wednesday on business.
