There are growing signs that
Congress is growing rather tired
of the State Department attempt'

government.
In fact,. it might well be possi
ble that in the course of events,
Congress will go to work on some

from Califor-f
nia where the

these grapes go into the making
of wine. Wine is also produced
in other states such as Ohio
and New York.
Now the advertising and pro
motion of wines varies in each
state, according to local laws.
But in addition the Federal gov
ernment, through the Alcohol
Tax ITnit, also exercises author
ity over the content of advertis
ing copy in wines.
For many years the fiction has
been built up in this country that
no wines produced in America
can equal those produced in Eu
rope. This was never too much
of a problem until the past few
years, when European nations,
especially France, taking advan
tage of the low tariff structure
on wines, started depressing the
market by constantly increasing
shipments of wine into the U. S.
Now it is important to bear
in ml1- ' that France is almost
drow; in wine, while pro
dut'lii,.. ,;f milk suffers. Yet, a
French alcohol trust, which vir
tually dominates the French gov
ernment,' forces the French gov-

than produce a subsidy.
But a lot of inferior French
wine has and is being dumped
on the American market done up
in fancy packages and sold at
ruinous low prices.
Out in California, the grape
growers and wine makers, most
of them small operators, decided
to combat this by holding over
the country wine tastings. Ex
perts, and others, have given
both the best of California wines
and the best of foreign wines
blind tastings.
In a majority of cases, ttie ver
dict has been in favor of Cali
fornia wines, sometimes by a
ratio of 3 to 1.
But hardly had the first of
these verdicts been rendered
than the Alcohol Tax Unit, known
as ATU, Issued an edict that no
domestic wine advertising could
In any way make use of the re
sults of these tests. In other
words, these small California op
erators are forbidden by govern
ment fiat to make mention of
the excellence of their products
as compared to imports.
No one knows exactly just how
the ATU came to issue such an
order, but it is rumored around
Washington that foreign Interests
first made some pretty strenuous
protests to the State Dept.
Apparently, after rummaging
around, State Dept. found it had
not authority to stop Americans
from putting forth the truth
about their products. But they
knew the fellows that could.
Thus, it is felt around Wash
ington that it is a pretty sure bet
that State Dept. conferred with
ATU and out of these cozy little
talks came this order.
Aud this is just but one of
many, many incidents that Is
getting Congress more thn a
little Irked with the State Dept.

For Oregon Farms

Oregon crop prospects at mid
year are generally favorable but
farmers throughout the nation
may reap the smallest total crop
harvest in six years, report Ore
gon State ecollege agricultural
economists.
Oregon farmers will nrobably
follow the national trend this
year toward less wheat and corn
but a bumper barley crop. Few
er peaches, grapes, and prunes
than last year are also expected
in Oregon, but increases are In
sight for most other field and
fruit and nut crops, according to
the USDA's July crop report.
Hay production in Oregon for
1957 is estimated at more than
two million tons, up 7 percent
from last year and 20 percent
more than average. The state's
barley production Is forecast at
a record high of 22 Vi million
bushels, 5 percent larger than
last year and nearly double the
average harvest.
Present prospects are for a Bart-
lett pear crop about one-fourth
above average, and fall and wint
er pears are estimated at nearly
one-fifth above average. A size
able crop increase is also expect
ed in Oregon's late summer po
tatoes. The generally good prospects
for Oregon harvests" are in con
trast to the national picture. A

Soil Bank acreage cutbacks has
resulted in the smallest planted
'acreage in nearly 40 years, the
! economists report. The national
.crop output now looks to be ab
out 7 percent below last year and
the smallest since 1951.
Major crops planted last fall
and this spring in important
areas throughhout the United
States got off to a slow and un
promising start. Favorable wea
ther for the rest of the growing
season could change the picture
but probably not nough to match
last year's record tonage.
Meanwhile, farm income sup
ported by slightly higher farm
prices and Soil Bank payments is
holding up. Spending for food has
been up about 5 peercent, in line
with a 5 percent increase in con
sumer income. About half the in
crease went to cover higher
marketing charges with the other
half going to farmers.
