removed the only Democrat from
the Oregon Supreme Coutr.
Each of the seven Justices were
appointed to their first terms to
fill a vacancy, six vacancies by
death, the other when Justice J.
O. Bailey resigned in 1950.
Justice George Rossman is the
oldest member in years of service
having appointed to succeed Jus
tice George H. Barnett in 1927.
He has been reelected at the ex
piration of each term.

Opinions on Oregon laws re
cently made by Attorney General
Robert Y. Thornton include the
following:
Where two acts are passed by
the legislature at the same' ses
sion and approved by the gover
nor on the same day, the act
containing an emergency clause
prevails if. there us a conflict or
inconsistency.
The presumption that a special
act is intended to remain in force
as an exception to a later gene
ral act is particularly applicable
where both laws are enacted at
the same time.
Teachers possess the authority
to control the conduct of pupils
attending school functions after
school hours when such pupils
are not accompanied by parents
or under parental control.
School boards may enact rules
or regulations for control of stu
dent deportment at extra-curricular
activities conducted on
school premises or under auspices
of the school.
FEDERAL-STATE HUNTERS
Coyotes caused the loss of more
livestock, poultry and game in
Oregon this year than any other
of the predators. Dogs were next
with foxes, bobcats and rattoons
next in order. In one 30-day ptr
iod this summer a total of 608
predators were killed including
183 coyotes, 127 bobcats, 58 rac
coons, 43 bears,, 60 foxes, 18
skunks, 42 badgers and 77 por
cupines. There is no report of
dogs killed if any were.
Known livestock losses in Ore
gon during the first half of this
year due to predators total 1,214
livestock, 732 poultry and 26
game birds and animals.
The state department of agri
culture recently allocated $30,000
for the control of predatory ani
mals during the current fiscal
year, J. F. Short, director of agri
culture reports. This amount was
made available by the 1955 legis
lature and must be matched by
32 of Oregon's 36 counties re
ceiving'them. INDEPENDENT CANDIDATES
