SENATE PRESIDENT IN 1957
If you were a state senator and
figured that you couldn't make
the grade for president of the
senate it would be good politics
to promote someone wo you fig
ured could. It is one way to get
a choice chairmanship and get
your local bills passed so the
home folks will think you are
a big shot and send you back
to the legislature. The same
pattern, applies to the speaker
ship of' the house. This is what
sparks so many campaigns for
these leadership positions so
early. Sometimes a senator (at
the moment there are two) will
have a campaign well under way
before he knows it.
Monday I talked with 12 sena
tors about the 1957 senate presi
dency. Four wanted one senator,
four wanted another, two we're
for one and two more were for;
another. I am revealing the
candidates names in the
order of who had the most boost- j
ers; Sen. Warren A. McMinimee,,
Tillamook attorney; Sen. Carl H.j
Francis, Dayton attorney; Sen.
John C. F. Merrifield, Portland;
insurance and Sen. Paul E. Ged
des, Roseburg attorney. Sen.
Francis is the only "holdover" of i
the four. The others are almost j
sure to run for re election with;
good chances of winning against
a possible Democratic tide in

1956. Sen. Geddes may be put at
the head of the National Resour
ces commission and be out of the
contest.
It is going to be a great race
for a position that has made
three Oregon senate presidents
governor; Jay Bowerman, Al. W.
iNorblad and Paul Patterson.
They are three of seven former
governors now living: the others
Oswald West, Charles A. Spra-
gue, John H. Hall, and Douglas
McKay.
With the Democrats gaining it
is a bare possibility that they
could gain control of the senate.
There are 12 holdover Republi
cans. The Democrats have only
three. To get political control
they need to elect 13 more sena
tors in 1956. The Republicans
need to elect only your senators
for control.
The hopelessness that kept good
Democratic candidates from fil
ing has departed. They will have
even better candidates in 1956.
The Republicans might as well
see to that they get only their
best on the nominating tickets.
There are 25 Democrats in the
present house. If they can do that
well and elect four more in 1956
they will have control of the
house for the first time since
1937 when they had 38 of the 60
members. .
TO MAKE LOG TRUCKS SAFER
A legislator who knows his log
ging trucks and wants to guard
the public as well as his logging
equipment, has proposed an act
requiring four binders on log
truck loads of three or more logs.
Rep. Lloyd E. Haynes, Grants
Pass, who sponsors the act, is a
part owner of the Illinois Valley
Logging company, the Timber
Haulers, Inc. and the K. & II.
Logging company, said the only
present regulations on the se
curing of logs come from the
State industrial accident com
mission and he does not believe
them to be sufficient for safety
to the motoring public.
Under his bill any load of
three logs would have to have
four chains or other binders going
completely around the load. This
is the present requirement in
California.
NEW BILLS BY CONSENT
The deadline for introducing
bills in the House passed two
weeks ago. Any bills now Intro
duced must pass through the
rules committee. Nine bills were
given the committees approval
last week. Oregon highway Life
savers requested Rep. Alfred W.
Loucks to sponsor a bill that
would permit police officers to ar
