INTERMEDIATE INSTITUTION
The State Board of Control has
not always had as much good
luck in buying advice from fam
ous consultants as in the present
case of its employment of Dr.
Sanford Bates to assist in plan
ning and administrating the new
intermediate instruction for
young criminals.
Here is some of his wisdom:
Age should not be an exclusive
factor in sentencing to the insti
tution. Some persons of 18 years
are older in criminal ways than
others 5n years.
Keep the distinction in the pub
lic mind that the institution is
not primarily for punishment but
is built around the concept that
the men who go there still have
a fair chance of being reclaimed.
Set up a diagnostic center to
determine to which institution an
individual should be sent or a
joint classification procedure to
confirm or amend the judge's de
cision after he has indicated to
which institution they should go.
A sentence limitation, pro
bably of five years.
The top official should be cal
led the superintendent rather
than warden.
He advised that the location of
the new $1,250,000 institution
should not be near the peniten
tiary or the Woodburn School for
Boys but in the southern part of
Marion county near Jefferson.

The "Department of Revenue" ,
has tentatively recommended
transfer of the gift and inherit
ance department from the state
treasurer's office to the Tax'
Commission.
