MENTAL ILLS INCREASE
'The big problem is to provide-
care and treatment for mentally
ill persons before it is necessary!
to commit them to a hospital",
Melvin Murnhv. director of the.
t0d members at a meeting this
k at the Capitol. Murphy at-1
tended a national meeting in
Michigan recently where health
i groups reported that virtually all
mental hospitals in the Lniteu
States are taxed to capacity with
their population increasing faster
than new facilities.
"The early retirement plan,"
Murphy emphasized, "would cut
down mental hospital commit
ments and relieve the taxpayers
of a lot of expense." Adjustment
of employment for persons over
65 who have been retired but wno
want to continue active is alevi
ating the increase of mental cases
in cities and should be extended
He cited an example of a large
store that made a succrrfl f-
fort in giving employment to re
tired salespeople. With an ex
perienced happy crew thrilled
with a new look on life, this store
was niauneting trade from other
stores.
GOT THE WRONG NUMBER
Because she got the wrong
number, a Portland woman was
iiwarded $S7 damages by a jury.
The wrong number she got was in
her advertisement in the tele
phone book. When Nettie P. Sheri-1
dan sued the Pacific Telephone
and Teltgraph Company for $25.-!
000 damages the trial judge in-
structeil uie jury tnat damages
should be held to the cost of the
advertisement, as she had not
filed a bill of expectations. She
appealed to the Oregon Supreme
Court. Sitting en bane the high
court this week affirmed the judg
ment of the lower court.
In another case the court re
fused to allow a forfeiture of a
restaurant because the lessee was
one month arrears in his pay
ment and owed only $200 on a
total contract price of $5,000.
WATER PROBLEM GROWS
Water will largely determine
how Oregon will develop and
prosper it was declared by metn-l
berss of the Oregon Water Re-!
sources Committee meeting in the
Capitol this week.
The water problem in this state
is much more serious than the
average citizen realizes. Not only
are streams that formerly ran
water the year around, now dry.
but water levels in wells are low-
