City of Heppner, Oregon. Interest
will be paid semi-annually on
February 1st and August 1st of

The net revenues of the sewer
system are pledged to the pay
ment of these bonds provided that
when the sinking fund contains
more than is required to pay the
next annual payment of principal
and interest, the excess in said
fund may be used to provide ex
tensions and improvements to
said system.
Each proposal must specify in
mutiple 4 of 1 the rate or rates
of interest not exceeding 4 per
annum, which the bonds are to
bear. Said bonds will be sold for
not less than 98 of the par
value and accrued interest.
Each bid, except bids submitted
by the State of Oregon, must be
accompanied by, a certified check
for 2 of the par value of the
bonds, made payable to the city
as a guarantee of good faith.
Each bidder is required to in
clude in his bid a statement of
the total interest cost, and effec
tive interest rate, based upon ag
gregate interest cost, that the
city will pay if his bid is accept-
