The committee is considering
a recommendation that ail fede
ral revenue producing property
pay into local tax collection
agencies an amount equal to the
tax assessment if the property
were in private ownership, ac
cording to C. A. Tom of Rufns,
land economics committee chair
man. Committee secretary is J.
C. Moore, Oregon State college
extension conservation specialist.
A special "task force" headed
by Elmar McClure, state grange
master, has also been set up to
study forest taxation problems.
Proponents of the tax on federally-owned,
income-producing
land point out that almost 53 per
cent of Oregon's land area is
owned and managed by various
agencies of the federal govern
ment. In addition, another 5
percent is owned and managed
by state, county and municipal
agencies, leaving 42 percent or
26,192,000 acre as a tax base for
the greater portion of Oregon's
real property tax requirements.
The state's total land area is
sightly more than sixty-one mil
lion acres,

White bases his annual report
on more than 20,000 inspections
of farmer owned lots of wheat lo
cated in the three states of Wash,
ington, Oregon and Idaho. His
figures, taken - from inspections
made by approximately 15 licen
sed inspectors who are experts, is
considered the most reliable in
dex to the smut situation in the
Columbia ba0in area.
The Portland inspection point
which includes four Columbia
river counties, Gilliam, Morrow,
Sherman, Wasco in Oregon and
Klickitat county, Washington, re
ported approximately 15 percent
smut, the same as in 1950.
In the Umatilla, Union and
Baker county area, improvement
was noted in both common wtiite
and club varieties. Three and
eighth-tenths percent of the com
mon white varieties graded smut
ty; 44 percent of the club var
ieties were smutted.
