of the City of Heppner, Morrow
County, Oregon, there will be
held on Thursday the 28th day
of June, 1951, at the Council
Chambers in said City of Heppner,
a special City election of the
legal voters of said City of Hepp
ner for the purpose of a serial
tax levy of ten (10) mills on all
the taxable property In said City
of Heppner, outside the six per
cent tax limitation imposed by
Article XI, Section 11, of the Con
stitution of the State of Oregon,
to establish a financial reserve
fund to construct, equip and
maintain a sewage disposal plant
and sewer system in said City of
Heppner, which tax levy to begin
with the fiscal year 1951-1952,
and each successive year there
after not to exceed ten years, and
said tax leVy to cease when suf
ficient funds have been accumu
lated, within said ten years either
by a bond issue or other sources
or combination of sources to con
struct such disposal plant and
sewer system.

The minutes of the April, 1951
term were read and approved.
The Court ordered the District
Attorney to notify William Ewing
of Boardman that the open ditch
across the extension of Main St.
of Boardman through the Ewing
Addition is a hazard and an
obstruction and that if the cul
vert as approved by the Court
was not installed that the Court
would authorize the installation
of same and levy the cost on the
property as per statute.
It was ordered by the Court
that George A. Stalcup, Homer C.
Hayes and Ralph Skoubo be ap
pointed as a board of County
Viewers for a Way of Necessity.
The Board of Viewers will meet at
the City Hall in the City of Board
man on the 6th day of June, 1951.
It was further ordered that all
