Your Home Town Pa

(Editor's Note Glenn Parsons,
ranger and Wayne West, as
sistant ranger of the Heppner
division of the Umatilla Nat
ional forest, are endeavoring
to tell the story of the forest
service why our forests are
managed and how the people
can enjoy them in a series of
articles that will appear in the
Gazette Times from time to
time. Thpv will imnart infor-
mation that most of us should
have in order to cooperate
more fully with the service in
conserving and making avail
able this great natural re
source.) The National Forests are man
aged on the principle of multiple
use, a simple enough concept
that is hard to apply because of
the impact of one use on anoth
er. The essence of multiple use
management is to make each ar
ea yield the maximum number
of benefits and to fit each use to
the other.
The growing of timber is the
most obvious function of the Na
tional Forest. With the sharp re
duction in private stumpage, the
demand for national forest tim
ber is steadily increasing. The
policy is to make it available
just as fast as possible, subject
to sustained yield limitations.
Needed are an expanded system
01 access roaas, better timber in
ventories, and better manage
ment plans to insure orderly sus
tained vield markptintr whpn
these things are accomplished
the annual cut of timber on nat
ional forests will hp inrrpaspri tn
the maximum allowable under
the sustained yield program.
The Chief Forester reported
that National Forest receipts vir
tually balanced administrative
costs for the fiscal year that end.
ed last June 30. Total rpppints
for 152 National Forests last year
amounted to !M3,594,f14. Admin
istrative costs, and this included
the very vital matter of fire pro
tection, were $33,837,145. Nation
al Forest receipts for the first
live months or tiscal year 1951,
or the months July through No
vember 1950, show an increase
of $10,245,642 over the same five
month period of last year. Using
these figures as a basis it ap
pears that the Forest Service will
show a profit in 1951.
In addition to the administrat
ive costs, funds were spent for
such improvements and conser
vation measures as construction
and maintenance of roads and
trails, flood control, range rehab
ilitation, watershed protection,
and various pest controls.
The monetary aspect as men
tioned above attracts much at
tention in our present economy.
However, values which cannot
be calculated in dollars and
cents are constantly enjoyed by
practically every citizen. A
Christmas tree or a fireplace log
give enjoyment to many millions
at this season of the year. The
Sunday drive in the woods, the
pursuit of big game, the water
we drink. . . all would be diffi
cult to evaluate.
Thirty-three million days of re
creational use are made of the
forests each year. Most people
who use the recreation areas ap
preciate the privilege of enjoy
ing the forest, but a few destroy
property and beauty and are
thoughtless of the rights and
privileges of others. They cost
the Governemnt the people of
the United States including
themselves large sums each
year when thev destrov Drnnpr-
ty. They spoil the pleasure of
other people. The National For
ests belong to all Americans for
all Americans to enlov: nlpasp

a camp or picnic site as clean as
you would like to find it: havp
