In 110, however, with a field of 13 candidates the nom inating speeches were not con cluded until 3 p.m. of the fourth day. Willkie was nominated on the 6th ballot that night at 2 a. m. The new time limitation of 15 minutes (it used to be 30) for each nominating speech may give the '48 conven tion a faster pace. This limit was set in deference to radio and television.
