The Board of Supervisors of the Gilliam County Soil
Conservation District are operating a government-owned
tractor in competition with private enterprise and at a
price which private enerprise cannot compete and main
tain a healthy condition. ... No wonder they are short
of funds.
Does our constitution permit government-owned
machinery to be operated against private enterprise when
it is not necessary? We ask this District to put their own
tractor on their own equipment or the tractor of any
private operator, other than that owned by the govern
ment. Then you will soon go out of the price chiseling
business, and meet competition on good sound business
operation. ... If you would keep your outfit in your own
District this would not be written.
We challenge any private operator in the manage
ment of the Gilliam County Soil Conservation District to
put twenty-five thousand dollars of dirt moving equip
ment on the job and stay. We appreciate good clean
competition.
Today a land owner in the Boardman District asked
me to check his plans at the District office and give him
a bid on the job on his own farm. The Soil Conservation
office said no. And they would not let me see the plans.
I had them call their dictator, Ray Kent, at Pendleton,
Oregon, and the answer was still no. Later I learned they
were saving this job for the Gilliam County Soil Conser
vation outfit. ... Is this a fair deal to private enterprise?
Is this America? Or is it Russia?

A comprehensive 90-page 11
lustrated bulletin on planning
kitchen cabinets has just been
issued by the Oregon State col
lege experiment station as bul
letin No. 445. It is the report of
research conducted by Maude
Wilson, home economist In
charge and nationally known
specialist in housing.
This bulletin is the first of
two publications dealing with
planning kitchen cabinets, the
second being "Patterns for Kit
chen Cabinets" to be issued soon
The two are designed for use by
nomemakers in preparing sket
ches for new or remodeled kit
chens, by home craftsmen, teach
ers of courses in house planning,
ana designers or factory-built
cabinets.
The modern kitchen is organiz
ed on the work center principle
as nearly as space and cost lim
itations permit, Miss Wilson
states. When properly Dlanned
the work surfaces will be ade
quate, with equipment and sup
plies stored within, easy reach.
Ihree steps are suggested by
Miss Wilson of keeping the cost
of a modern kitchen within rea
son while providine adeauate
cabinet space. These follow:
1. Plan counter space to pro
vide the minimum adequate am
ount of work space needed at
each center.
2. Utilize the available storage
space aDove and below each sur
face.
3. Provide for the remaining
storage needs with floor-to-ceil
ing cabinets.
One section of the bulletin is
devoted to heights of working
sunaces as found most conven
lent tor the average woman. A
list of recommended dimensions
and heights for kitchen surfaces
are given.
Another suggestion by Miss
Wilson is that every kitchen
should have a place for the wor
ker to sit at work with feet on
the floor. This may be a pull
out board set just high enough

Dr. George A. Cathey, Portland;
resigned from the state game
commission this week because
of ill health. The resignation is
effective December 31. Cathey
served on the commission since
February, 1945, and is a past
president of the Izaak Walton
league.
Henry W. Collins, Portland.
chairman of the racing commis
sion, will resign before Decem
ber 31. Collins says he had writ
ten the late Governor Snell of
his intention to resign but the
immediate action was brought
by a challenge of the board's
authority in setting racing dates.
uovernor Hall has appointed
Al S. Grant, Baker attorney, to
the state board of higher educa
tion. The appointment is for the
unexpired term of the late Wil
lard L. Marks, ending March 2.
1956. Grant served three terms
in the legislature.
FORESTRY FUND
DISTRIBUTION
Oregon's allocation of Clark-
McNary forestry funds for 1948
will total $863,817. Under a new
plan adopted this week by the
state forestry board $643,817 will
be provided for forest protection
agencies, $7500 for slash dispos
al, $7500 for a new central ware
house, $125,000 for the emergen
cy fund, and $80,000 for five 20
men crews.
