STATE FUNDS EARMARKED
In looking over monthly financial
reports of the state treasurer many
people g(t the erroneous idea that
the state of Orgon is overburdened
with idle cash. Such misapprehen
sions are forever creating raids for
state support of some "ism" by
lobbying pressure groups at the leg
islature or by initiative petition
crusades.
About 97 per cent of the state
funds listed in the report of State
Treasurer Leslie M. Scott, issued
October 1, are "untouchables," al
located for some specific purpose,
either by a vote of the people or
by legislative enactment.
Of the $185,575,500 total listed,
$67,289,000 is in the unemployment
compensation fund, held in Wash
ington, D. C, "frozen" as a federal
state participating account. The
state general fund is the next larg
es item, $30,551,000, budgeted for
state "running expenses." The $17,
926,251 of highway funds is specifi
ed by law for highway construction,
brdiges and state parks, with the
exception of a percentage, this year
amounting to $2,000,000 for counties,
and $1,000,000 for cities, and the
maintenance of state police, The
state building fund now totals $9,
998,764, voted by the people andi
appropriated by the legislature.
There now is $5,373,651 in the li
quor fund (the commission having
just sold their Kentucky distillery)
which goes to the public welfare
fund along with heavy profits. The
industrial accident fund is fixed by
law for industrial accident compen
sation. The public assistance fund
has $1,916,277 derived from past li
quor profits, and marked for old
age assistance. The higher educa
tion fund now has $1,837,394, voted
by the people and by appropriation
by the legislature. That is the pat
tern of reports. There is no consid
erable amount of money in the
state treasury that is not obligated
for state expenditures.

DEAN OF SENATE DIES
William If. Strayer, vet ran of the
Oregon senate, died last Friday at
a Baker hospital following a stroke,
He was the oldest member of the
legislature in point of years of con
tinuous service. He was first elect
ed in 1914 to represent Baker coun
ty and was electeed for seven suc
cessive terms on the democratic
ticket. He was born in Freeport,
Iowa, in 1866 and came to Oregon
in 1906.
DAYS OF COMMEMORATION
Bulletins issued this week by
Governor Earl Snell called for pub
lic observance of Bible week, Oc
tober 21 to 27; Navy day, October
27th and the anniversary of the
birth of Theodore Roosevelt, Oc
tober 27th.
"During Bible week," said the
governor, "I urge that we all take
time to review the great religious
truths present in all faiths, and
creeds, in order that we may gain
a better understanding of the way
of life which, if observed, can only
serve to make us all happier and
more worth-while citizens of the
world." Of Navy day the governor
said, "On this day in many parts
of the world, appropriate floral tri
bute will be paid to the thousands
of young men who gave their lives
in the service of the United States
navy during this most recent, and
other, wars. On this day I suggest
that state and national flags be dis
played prominently and that proper
attention be directed to the observ
ance of the day." In endorsing the
observance of the birh of Theodore
Roosevelt he said, "It is only fitting
that we pause to honor this man
who, as a life-long public servant,
soldier, statesman, president and
'father of the modern navy,' served
his country well and faithfully
who was the originator of many
laws and projects which then and
now bring great benetits to the
American people."

Portland, who ruled that the legis
lature did not intend to exempt
furniture which was used for com
mercial purposes. Justice Hay
wrote the prevailing decision. Jus
tice Rossman dissentt-d, maintain
ing that the law read household
furniture and as such should be
exempt.
EXAMINER COMING
A drivers' license examiner is
scheduled to be on duty in Hepp
ner Tuesday, October 29, and will
be at the courthouse between the
hours of 10 a. m. and 4 p. m. Per
sons wishing licenses or permits to
drive are asked to get in touch with
