to have the graduated income tax enacted (in 1930) as
an amendment to the State constitution.
Reasons: The Grange believes that taxes should ba
levied in direct proportion to ability to pay; that the
major cost of government should not be borne by
real property.

farmers and others through direct relief from prop
erty taxes.
