Momentum 'was given this procedure by President Tru man's agreement with the executive committee of the national govern ors' conference when they called at the White House ten days ago with a proposal that employment serviced be returned to the states. The unemployment services of the 48 states were consolidated into the United States employment service in Jan. 1942, as a wartime measure. WORLD WAR II VETERANS' AID On Oct. 1 the state department of veterans' affairs will be ready to accept applications for loans from veterans of World War II who have at least 90 days service and are honorably discharged, Director Hugh Rossarf has just announced. The loans are for purchasing homes or farms on a 20-year payment plan at 4 percent interest. Loans will be held at $3000 and will be made on 75 percent of the assessed valuation. Applicants must have been resi dents of Oregon at the time of their enlistment and when they apply for a loan. Servicemen as signed to the Specialized Training program are eligible. The sate de partment of veterans' affairs has called for bids on $1,000,000 in bonds to finance this department. Bids must represent 95 percent or more of the face value of the bonds. TO AID CITIES Several Orggon cities including "Portland, Salem, Eugene and West Salem have been assured by the state highway commission that they will be extended full cooperation in planning arterial highways con nected to the different cities. The highway commission has auhorized the purchase of a series of wayside strips on the Pacific highway in Douglas county; on the Oregon coast highway between Waldport and Yachats; 635 acres on The Dalles California highway between Bend and Redmond, to preserve juniper trees and 80 acres at the entrance of Silver Creek Falls park. Traffic volume on Oregon high ways have increased 26 percent since gas rationing ended at the close of the war, Secretary of State Robert S. Farrell Jr. states. Traffic recorders maintained by the high way department counted 36,978 ve hicles during the week ending Aug. 18 compared with only 29,331 the previous week.
