Columbia Valley
Control Opposed
By Oregon Body
. The Oregon Reclamation congress
is opposed to the creation of a Col
umbia valley authority which would
remove the control from the states
concerned, and is urging that con
sideration of authority bills be de
ferred until after the passing of the
present national defense emergency.
Details of the action of the con
gress on this and many other mat
ters are contained in a mimeograph
ed list of resolutions adopted, and
just prepared for distribution by Dr.
W. L. Powers, long-time secretary
of the congress and head of the soils
department at Oregon State college.
In recognition of Dr. Powers' long
service the congress presented him
with a leather travelling bag. '
The resolution dealing with the
Columbia valley authority was the
most comprehensive adopted at the
congress. It holds that a recognized
statutory and stable authority for
the Columbia river watershed can
best be accomplished through the
operation of the present Bonneville
act, possibly with amendments.
"We deplore the centralization of
power under any authority, in any
person ' or persons not immediately
responsive to the area affected," the
resolution stated.
In connection with the current
drive for greater production of dairy
products and vegetables for process
ing, the Reclamation congress point
ed out that this will require the
installation of more indivdual irri
gation pumping plants, and that nec
essary equipment will need to be
given priority rating to insure its
availabilty in time for next season's
use.
More research work on stream
flow inventories and ground water
resources, as well as on methods of
applying irrigation water without
waste of soil or water resources, was
also urged. The Soil Conservation
service was requested to extend to
legally organized irrigation and
drainage districts the same kind and
amount of service it renders to soil
conservation districts, thus prevent
ing unnecessary overlapping of dis
trict organizations.
Top officers of the congress were
re-elected, with Frank T. Morgan,
Nyssa, continuing as president.

Gets Recognition
Corvallis The Institute of Educa
tion by Radio has awarded a certi
ficate of honorable mention to the
state-owned radio station, KOAC,
in recognition of its program, "News
of the Week," released each Friday
as a part of the KOAC school of the
air series. Programs to receive this
recognition were passed upon by a
board of judges who rated them on
their educational content, compre
hensibility, radio quality, and pro
duction. The program, which is being given
again this year, includes a review of
the week's news events, with some
interpretation as to their signifi
cance. It is heard each Friday be
tween 11 and 12 o'clock.
