o Court Tax Test
First Candidate
No Property Tax

Salem. At last the controversy
between the state tax commission
and the Multnomah county assessor
has found its way into the courts.
In taking original jurisdiction in
this case the supreme court has rec
ognized its state wide importance.
While the issue directly involved in
the appeal of the tax commission to
the courts is that of enforcement of
its orders to the county assessor back
of this issue is the legality of the
"varied ratio" system of assessment
against which the commission has
ruled.
Attorneys for Tom Watson, the
Multnomah county assessor, protest
ed against the proposal that the case
be taken to the supreme court, in
sisting that under an act of 1929 the
commission's only recourse was
through a petition to the Multnomah
county circuit court.
Attorneys for the tax commission,
on the other hand, contended that
the importance of the case and its
state wide significance entitled it to
a review by the state's highest tri
bunal and a speedy determination.
Washington county public owner
ship advocates are going to make
another try for a Peoples' Utility
district. Preliminary petitions were
filed with State Engineer Stricklin
by a group headed by Frances M.
Coon and Lyman Ross. The proposed
district will include all of the rural 1
area in the county. Forest Grove
which operates its own municipal!

have the communities of Hillsboro,
Beaverton and Sherwood which vot

a previous election.

Eleanor Sharpless Stephens, the
new state librarian, will take over
her duties about October 20, she has
advised Governor Sprague. Selected
by the library board at a meeting
last week to succeed the late Har
riett Long, Miss Stephens comes to
the Oregon post from Los Angeles
where she has been chief of the
branches division of the Los An
geles county library since 1939. Miss
Stephens has held a number of re
sponsible library positions including
that of state librarian in Washington
in 1924-25. ,
