Planned Salaries Put
Into Effect by Bank
A scientific plan for salary ad
justments designed to protect the
staff of the First National Bank of
Portland against increased living
costs is announced this week by E. B.
MacNaughton, president. He states,
"Salary adjustments under this plan
will be made monthly based upon
telegraphic reports received from
the United States bureau of labor,
and for July this increase amounts
to over $6400."
"This plan," MacNaughton said,
"does not supercede nor conflict
with our long-standing program of
periodic salary increases based on
seniority and regular promotions. It
is an over-all additional payment
which will continue 'for the dura
tion.' "Telegraphic advice received from
the department of labor indicates
that living costs, as of June 30, have
increased in Oregon 6 percent over
the base figure which the depart
ment takes as the average prevail
ing for the interval from 1935 to
1939. In other words, that part of
salaries which is expended for food,
clothing, rent, fuel, house furnish
ings and other items, has been im
paired by 6 percent, and we have
determined as far as it may be pos
sible to protect our staff against
that shrinkage by establishing this
plan based upon information com
ing from an impartial source.

With statistics showing that near
ly half the pedestrians hit at inter
sections are struck after they leave
the curb, the state traffic safety div
ision today reminded walkers they
should look both ways before start
ing across a busy street.
Forty-three percent of the pedes
trian fatalities in Oregon occur when
the person on fooot is not more than
three or four steps away from the
curb, it was said. This means that
too many persons start across the
street without making sure the way
is clear of approaching cars.
"Look left, look right, then look
left, as you step off the curb," is the
admonition to Oregon pedestrians.
Service Men Eligible
For 6-Month Licenses
Men in the military service who
have been assigned to duty in Ore
gon may obtain "resident" fishing
and hunting licenses after they have
resided within the state for a per
iod of six months.
Under the Oregon game code, a
non-resient is defined as a person
who has not lived within the con
fines of the state for a period of
six months immediately preceding
his application for a fishing or hunt
ing license.
Many men in the service have been
under the impression that they could
legally fish or hunt without a li
cense or with a resident license be
fore a six month's residence in the
state, but the Oregon State Game
commission has no power to issue
any special licenses for service men.
If a man wishes to fish or hunt be
fore he has lived in the state for six
months, a non-resident license
would be necessary.
For the benefit of persons who
desire to fish for a limited time, a
10-day fishing license for non-residents
is sold for $3.

'Keep 'Em Flying'
Urged by Earl Snell
Assistance in popularizing the war
department's new slogan, "Keep 'Em
Flying," was promised today by
Earl Snell, secretary of state, who
revealed a letter from the adjutant
general's office, Washington, D. C,
requesting cooperation in making
the country conscious of this slo
gan and the importance of this ac
tivity to national defense.
The war department has adopted
the slogan in connection with its
drive for flying cadets and national
defense and has asked various pub
lic agencies to use it wherever pos
sible. It is suggested that the slogan
"Keep 'Em Flying," replace such
expressions as "Be Seein' You," "So
Long," and that it be used in let
ters in toasts and wherever such
type of expression is appropriate.
Snell suggested that newspapers
and radios could do much toward
popularizing the slogan.
