Of more than one billion dollars in shipbuilding contracts awarded to Pacific coast plants two-thirds have gone to the San Francisco area. Washington state is next on the list and Oregon so far down as to be al most invisible. The Washington del egation is in good standing at the White House, but Oregon's repre sentativeswith the exception of Walter M. Pierce of the Second dis trict are very much in the doe- house. It may be that one of these national defense contracts would have been captured by Oregon in any event, but certainly the pros pect was not brightened by the fact that one of its senators is the Re publican nominee for vice-president and the other is without influence in the present administration. To fill the contracts obtained by California firms it will be necessary to spend nearly $20,000,000 for new yards and ways, thus creating em ployment for hundreds of workers and adding greatly to the prosperity of that state. Most of the new ship building in Washington state will be done at the Bremerton yards with facilities already provided. Ore gon will receive only such frae ments of the business as seem to be least desirable from the view point of contractors. Len Gilman Makes College 'Who's Who' Pacific University, Forest Grove, Oct. 21. Len Gilman, Heppner, was one of the six seniors chosen by the faculty committee to represent Pa cific university in "Who's Who Among Students in American Uni versities and Colleges," a book pub lished yearly listing the outstanding students on campuses throughout the country. Selection of students is based on character, student activi ties and individual accomplishments. Gilman, a physical education ma jor, was selected because of his out standing contribution to Pacific Uni versity's athletics. During his four years here he has received the all- conference award at half-back in football for three consecutive years, and honorable mention on the Lit tle All-American squad once. Other athletic awards include baseball and track. This year Gilman is president of the senior class. He is also a member of the Blue Key honorary fraternity, and Alpha Zeta fraternity. JACKSON GILLIAM IN PLAY Whitman College, Walla Walla, Oct. 24. Jackson Gilliam, son of Mr. and Mrs. E. E. Gilliam of Heppner, was chosen to play the part of Mr. Bradley in "What A Life," sopho more class play to be produced in December. The play is the first major production of the season, and is under the direction of Mrs. E. B. M. Davis, dramatic instructor. Gil liam, a junior, is also pledge trainer for his fraternity, Tau Kappa Ep-silon. States has no immediate need of these flying fortresses and the sit uation in England is desperate, an efficient air force can not be built up if these central units are to be turned over to Great Britain as fast as they are completed. There is also the matter of a spe cially designed sighting device which has been an army secret and which it is now proposed shall be made available for use by Great Britain. It is stated by way of apology for this contemplated act that Germany has a sighting device at least as eood as that which it is proposed shall be turned over to the roval air force. Outstanding news in the national capital during the past week was the state department order framed more as a suggestion for evacua tion of Americans from China and Japan. It was explained as a precau tionary measure to relieve the gov ernment of responsibility in case eventualities resulted m injury or distress of nationals because of the strained relations between Wash ington and Tokyo. It is no longer possible to make even a reasonable guess as to the aims of the Roosevelt administration with regard to the Far East situa tion, though prudent observers are disinclined to believe that there is imminent danger of a breaking off of diplomatic relatons. There would be some clarification of the matter if it were possible to learn the ex tent to which conversations with British Ambassador Lord Lothian have committed the United States in defense of British interests in the Far East. Rumors of negotiations for the use of Singapore as a base for the Amer ican navy persist and inquiries at state and navy deartments are met with evasion or dignified denials which leave doubt as to the exact status of affairs or the purpose of the Washington gowernment. It is not believed that Jaan has anv in tention of backing down and that future developments will dertend upon the determination of England to protect her interests in the Orient influenced, as it must be, by the steps the United States is prepared to take. It is now taken for granted in Washington that the administration is committed to fullest aid to Great Britain and that this policy will be continued no matter who is elected president on November 5.. Candidate Willkie has made it plain in his speeches that he favors this Roose velt policy and there is reason to believe he reflects the sentiment of th American people. So far as this can be done without interfering with the national defense program, no doubt approval will be given by the public, but there are indications that steps are contem plated which go far beyond this rea sonable limit. Transfer of big bomb ers has long been considered in ad ministration circles and develop ments along this line may be ex pected any day. While the United In connection with the ado which has been made over the commis sioning of Elliott Roosevelt as a captain in the air force it is recalled that only a few month aero all sir officers were compelled to undergo a new physical examination and that several of them who did not mea sure up to standard were summar ily dismissed. Their pleas for as signment to some other branch of the service were disregarded. Attention is called to these facts as attempt is made to divert public criticism by announcement that young Roosevelt has been assigned to the procurement division because his eyesight is too poor for combat service. The pilots who were dis charged were equally competent to ao good work other than combat service, it is insisted, and thev had qualifications of training and ex perience which Elliott Roosevelt does not possess.
