De spite all the claims and assertions and propaganda issued by the new dealers and ' the Republicans, the cold truth is that neither side is confident of the outcome. -It is known, however, that Mr. Roose velt has slipped deeply from his high point .of 1936 and that Mr. Will kie, whose campaign had bogged down after a spectacular start, is now making substantial progress. Mr. Roosevelt, who stated he was too busy with state affairs to make a campaign, is now making a reg ular political tour under the guise of "inspecting" national defense, but making speeches which are painfully political. Mr. Roosevelt was forced to abandon his pose of indifference when his advisers realized that Mr. Willkie was making a real race. The situation, at this stage of the campaign, has the managers puz zled and somewhat worried. The various polls are not in harmony, and Mr. Roosevelt is assured of vic tory or doomed to defeat, depending upon the poll. The poll sponsors are in sharp disagreement in their asserted sampling of public opinion. Because of the popularity of Sen ator Charles L. McNary, Republi can candidate for vice president, the new deal administration is exerting itself to prevent him from carrying Oregon. The new dealers are ob sessed with the idea that the Pa cific northwest (Oregon and Wash ington) are concerned only with power from Grand Coulee and Bon neville and they are harping on this one string. The loss of markets for fruits, wheat, lumber and other pro ducts of the northwestern states caused by the trade agreements of Secretary of State Cordell Hull, are ignored by new deal speakers. These losses which hit the pocketbook of practically every resident of those states, directly or indirectly, have reduced the buying ower of the people. On account of the belief in White House circles that the cost of a light bill is more important in Oregon and Washington than jobs or selling far mers down the river, Henry A. Wal lace, candidate for vice president, talked nothing else in his tour of the northwest, and Harold Ickes, secretary of the interior, planned discussing the same subject in Port land and Seattle. Owing to the un popularity of Ickes in the northwest he was compelled to cancel his con templated trip by friendly adminis tration advisers. Nebraska's Senator Norris, once a great crusader, has been booked for the Columbia basin area to talk government power and denounce Willkie for being a former utilities executive. . None of the speakers for the ad ministration are discussing the pros pect of the United States being drag ged into war within a short time; the opinion being that in the north west ' government ownership over shadows the threat of war, or any thing else. v . Senator Norris' position on war has changed. He voted against it in 1917. Also when Coolidge was president he voted for a senate resolution which denounced any attempt by anyone to seek a third term in the presidency. Now, in his old age, Norris is supporting the third term, the presumption being because Mr. Roosevelt named a dam and hamlet after Norris in TVA, giving the aged politician a monument in con crete. Comparatively few of the men who registered for selective military service this week will ever be called to the colors. The quota for Oregon and Washington is comparatively insignificant with the number of registrant between 21 and 36 years Heppner in those states. In a few southern states the quota is almost nil be cause of the number of voluntary enlistments in the army before the conscription bill became law. All those who enlisted had the privil ege of selecting their services; those who are conscripted must go into any branch the military authorities designate. The rules ' will be very easy on registrants who are married, and whenever possible the conscripts will be confined to single men. No conscripted citizen will be sent to a military camp until the camp is properly equipped for habitation The health department of the army is taking precautions against a re currence of the epidemics in can xonmeijts oi trie tirst world war, when thousands of soldier boys lost their lives. Washington Scene: Australian wool clip, which was bought by the British government, is to be shipped to the United States and held in bond. The clip amounts to 250 mil lion pounds of wool in the grease. Sheepmen of the northwest will be protected against this foreign wool as American officials will guard against it being dumped on the mar ket. Wool is listed as a critical ma terial by the army and navy muni tions board.... As quietly as possi ble the war department has been making a national survey of guess what coffins. The department wants to know how many caskets are available Just to keep the record straight, when there is talk of war, sabotage and fifth columnists, it is recalled that Earl Browder, head of the Communist party in the United States, testified that there are 4,000 members of the party in Washington and Oregon and 6,000 in California. More Growers Insure For New Wheat Crop More than three times as many winter wheat growers have taken out federal crop insurance in Ore gon this year than were insured last year, a report by N. C. Donaldson, state AAA executive officer, shows. The big increase came in western Oregon where growers applied for insurance in large numbers for the first time. Umatilla county also increased its policies from 392 to 741 and leads all counties in total numbers. Clackamas is second with 603, fol lowed by Union, which increased from 97 to 413. Lane county ,has 375 and Marion county 344. The state total is 4926 compared with 1610 last year. Spring wheat grow ers will have until February 28, 1941, to apply for insurance. Only 416 claims for losses in 1940 were paid, as crop conditions were fairly good.
