Washington, D. C, April 17. Pulp
and paper mills in Oregon and
Washington will soon feel the effect
of the German invasion of the Scan
dinavian countries and the publish
ers of newspapers will probably be
touched in the pocketbook. There
has long been a substantial import
ation of wood pulp and newsprint
from the countries now a battle
ground (Finnish exports to the Uni
ted States were so profitable that
Finland was able and willing to pay
its war debt), and with the seas
mined and a tight blockade the
supply of wood pulp and newsprint
is shut off.
This phase of the war throws the
burden of providing pulp and paper
on the domestic mills. For the first
time in years the domestic mills are
not faced with foreign competition
in the home market. There are
many mills in the Northwest, giving
employment to several thousand
workers. Last year the union of
workers took the initiative in ask
ing members of the Washington and
Oregon delegations to curb the in
flux of foreign pulp and newsprint;
asked that a quota be established,
for the union did not take the posi
tion that no pulp should be ad
mitted. Ordinarily, mill operators
would seek the curb on opposition,
but with the Oregon and Washing
ton mills the request came from the
workers, who argued that the less
pulp imported the more employ
ment for mill hands.
A. V. Allen and the Columbia Boat
& Barge System, Ltd. Mr. Allen
says that he organized and was op
erating a barge system to take wheat
from the upper Columbia down
stream when a wall in Celilo canal
broke, making the canal impassable.
Senator McNary arranged for funds
to have the break repaired imme
diately as an emergency, but noth
ing was done for a year and the
barges could not move the wheat
stored east of the canal. Then the
army engineers began construction
of the dam at Bonneville and that
prevented the barges from passing.
Because of these obstructions, which
damaged the barge company, Allen
asks $177,938 individually and $180,-

Frank Helms returned Friday
from Spokane where they have pur
chased a ranch and plan to move
as soon as school is out.
Mrs. Lois Kent spent the week
end at Rainier visiting her parents.
Mr. and Mrs. H. E. McGreer made
a business trip to Portland Friday
returning Sunday evening.
Mr. and Mrs. Clayton Ayers and
Mr. and Mrs. Fred Rauch, Jr., at
tended the dance at Lena Saturday
night.
Mr. and Mrs. Earl Wattenburger
and son of Pasco visited with Mr.
Wattenburger's parents, Mr. and
Mrs. A. E. Wattenburger. The elder
Mr. Wattenburger is recovering from
a light attack of pneumonia.
Mr. and Mrs. E. B. Wattenburger
and family of Butter creek and Mr.
and Mrs. Emery Cox and family of
Hermiston were dinner guests of
the Walter Wigglesworth family in
Echo.
Guy Moore of Heppner spent the
week end with . his mother, Mrs.
Roy Neill.
Mrs. Gladys Corrigall wsa taken
to St. Anthony's hospital Thursday
evening. She was suffering from
a heart attack, but is somewhat
improved .at this writing.
Mrs. Ethel Knighten, teacher of
the Alpine school, and her children
spent Monday night with her moth
er, Mrs. Roy Neill.
Burl Wattenburger made a bus
iness trip to Heppner and Lexington
Monday.

Along the coast from Coos Bay
to Puget Sound, on the west side
of the Cascades, government offi
cials say is one of the ideal areas
for pulp and paper manufacture,
with, an inexhaustible source of raw
material. This is the territory which
will be benefitted by curtailment of
imports from Scandinavia until
peace is restored in Europe when
ever that may be.
Rather than meet certain defeat,
President Roosevelt did not include
in his latest reorganiation plan the
transfer of the forest service from
the derailment of agriculture to the
department of interior. A few days
ago, however, Steve Early, presi
dential secretary, sounded out wes
tern senators to learn whether their
opposition would extend to the pres
ident carving out large chunks of
the national forests and turning
these over to Secretary Ickes for
recreational purposes making them
into national parks and primitive
areas. Mr. Early was advised any
such transfer would be bitterly
fought by every senator from the
Pacific coast.
Rep. James W. Mott, Oregon, who
ohamtrioned increase of funds to re
tain all CCC camps, thinks less high
ly of the National Resources Plan
ning board, of which Frederic uei
ann. the nresidents uncle is chair
man. Mr. Mott denounced the board
as the most useless and wasteful ag
pnrv in the government, but he
failed to prevent $700,000 being giv
en to it after the president had
made a personal appeal.

Wheat export subsidies are limited
in ih Pacific northwest, the depart
ment of agriculture states, and these
exports should take care of the sur
plus in that area. Exports with
subsidies are for the Philippines,
China and Hong Kong and, on a
conservative basis, to Europe. The
plan does not contemplate extend
ing the wheat export program to
include Central America, although
requests have been made for such
inclusion.
Because of the construction of
Bonneville dam and a break in the
Celilo canal, a claim of $358,185
against the government is filed by
