Pa ire Eight fleppner Gazette Times, Heppner, Oregon Thursday, April 18, 1940 ITS THE CLIMATE Mrs. Frank Rumble reports that the southern part of the United Sta tes has nothing on Heppner for winter climate. At her place in north Heppner she has read lettuce which was seeded in the fall and lived through the winter, as did a small patch of English peas. Fur ther evidence of the mildness of the past winter is found in the fact that a butterfly bush, a decidedly tender plant, came through the win ter unblemished by frost. She is permitting the head lettuce to go to seed in the hope that a hardy type of plant may be reproduced. STATE OFFICERS COMING Mrs. William Horsfall, state pres ident and Mrs. Charles Lemon, dis trict president, will pay an official visit to Heppner unit No. 87, Am erican Legion auxiliary, on Satur day, April 20. A no-host dinner will be served at 6:30 o'clock p. m. at the Lucas Place. Approximately 50 department heads and employees attended the first of what may be a series of similar conferences on business ad ministration here this week. The conference was arranged by Budget Director David Eccles with a view to familiarizing department and in utitution heads with accounting practices, problems of budget mak ing and purchasing procedure. Dis cussiones were led by Dan J. Fry, state purchasing agent; James L. Young, chief auditor in the state department and S. W. Starr, chief of the division of audits. Oregon voters are now being sup plied with copies of the official vo ters pamphlet, copies of which are being placed in the mail as fast as they are received from the state printer. More than 550,000 of these pamphlets will be required to sup ply the registered voters in Oregon this year, according to Dave O'Hara, chief of the elections division of the state department.
