Start ing Monday, January 1, Uncle Sam will begin making monthly pay ments to holders of social security cards who have attained the age of 5 years. There is no government pension (benefits range from $10 to $85 a month) but has been bought and paid for by card holders, one percent of their wages having been deducted toward the fund, and a similar amount contributed by the employer. But to draw these bene fits the card holder must retire, go fishing or do anything but continue working for wages. , No benefits will go to the" thous ands of fishermen of the Pacific Northwest nor to agricultural labor, nor to people in domestic service. None of these are eligible under the act, at present. However, a maid in a private home is covered by the act if she goes to work in a hotel or dining room. A cook in a log ging camp is covered but not if he cooks for harvesters on a farm Excluded, also, are the cowboys and sheepherders on the rangelands of the Pacific Northwest. Only last summer was the act amended to include bank employes. If you work for the government, federal or state, you cannot draw social security monthly benefits. Railroaders are not included; they have their own provision, the rail road retirement act. In the congressional session open' ing January 3 considerable legisla tion will be considered of primary interest to the Pacific Northwest, affecting practically every nook and corner of both Oregon and Wash ington. There will be, of course, a heavy appropriation for Grand Cou lee for the fiscal year 1941, begin ning next July 1. Congress will be requested for money to install more generators at Bonneville. There will be an appropriation to take further steps in the Willamette Valley pro ject with its myriad of dams on Willamette and tributaries for flood control. Another attempt will be made to have congress authorize construc tion of a navigation dam at Uma tilla rapids, on Columbia river. Funds will be requested to drain the sump in Tule lake into Klamath lake as a combined project of the reclamation service and the biolog ical survey. Peeler log legislation, which has passed one house, will come up for a vote in the other branch of con gress. This is a proposal to prevent exportation of peeler logs to Japan, in particular. The measure is back ed by coast counties, chiefly. For the new-building airplane base at Tongue Point additional funds are expected. Vigorous fight will be made by the delegations of the two north western states against extension of the reciprocal trade agreement act, which expires June 12, as under the various trade agreements Washing ton and Oregon have suffered ma terially. Legislation will be offered proposing the federal government make substantial contribution to- wara maintenance ana expansion of municipal airports. There is a possibility of two reclamation pro jects in eastern Oregon being fav orably reported. Four more coun ties in each of the two states will be included in the tenant and share cropper program, enabling eligibles to buy farms under the Bankhead act A possible recommendation by the president for construction of mili tary highways nmproving Pacific and Columbia highways for the pur pose as part of national defense and a specific appropriation for the pur pose. It is in Mr. Roosevelt's mind, has been for months. A plan for parity payments thru use of certificates issued to employ ing farmers, processors to purchase these certificates,' thus furnishing the funds for parity, and the proces sors being reimbursed by passing the processing tax on to the con sumers, unless the tax is so small that it cannot very well be added to the price of a loaf of bread. Important to employers and un ions, amendments to the Wagner la bor act, and restrictions on NLRB are inevitable, but the nature of the amendments will not be known until recommendations are made by the house committee now conduct ing an investigation. Amendments, also, to the wage-hour act which has caused many complaints in the rural areas. Large appropriations will be made for the army and navy establish ments in the Puget Sound country. Additional hundreds of students at colleges and universities will be giv en an opportunity to be instructed in aviation; non-college youths will be sponsored by commercial clubs. Congress will authorize increased personnel for the army, navy and marine corps; both states will be lirirpd to increase their national guard. E. Moore announced this week. Plans for this meeting were dis cussed by President James Hill at a planning conference held in Pen dleton which was attended by' Di rector R. A. Thompson of Heppner and the other directors of the as sociation. The meeting date was set to avoid conflict with meetings of other farm groups. A. B. Robertson, vice-president of the Production Credit Corporation of Spokane will be the principal speaker for the meeting. Annual reports of the associa tion's business will be made. The association serves 180 members in Morrow, Umatilla, Grant, Union and Wallowa counties. During 1939 it loaned over $700,000 for crop and livestock production in that area. Two directors will also be elected. The terms of R. A. Thompson of Heppner and E. T. Jaco of Enterprise will expire at the annual meeting. W. L.
