Lower Transportation
Costs
- COME fifteen years have elapsed
since Morrow county voted some
$550,000 in bonds for construction of
a system of market roads. Though
the original issue is now only half
retired and the interest payment is
considerable, who will deny that
the better roads which were brought
have given as much or more than
- the money's worth in saving on
transportation costs?
True, as Judge Johnson pointed
out to the Lions club Monday, if
the court now had available for
new construction the amount that
must go to pay interest on the bonds,
more and better roads could now be
had. But the bonds were issued and
the original road system has been
completed for several years. And
lower transportation costs have been
enjoyed jsut how much lower is a
matter only for conjecture.
Each year for several years past,
too, the county budget committee
has allowed $500 toward support of
Inland Empire Waterways associa
tion. This also has been a good in
vestment, as pointed out by Judge
Johnson in another column. Direct
ly traceable to the work of the as
sociation is the saving in cost of half
a cent a gallon in the price of gaso
line locally. That has repaid Morrow
county's contribution to the asso
ciation several times already and
will continue to pay dividends thru-
out the years to come.
Farm leaders for years have said
that this section must cut wheat
production costs in order to sell in
the world market where it is forced
to compete. The item of transporta
tion is figured in the production
cost and is one of the last remaining
items for attack if lower costs a
to be attained. There should be no
cessation in the fight to attain this
goal.

They're scaring people around here
unnecessarily. Gates to the White
House have been clanged shut and
armed policemen stand there to shoo
the throng of tourists away. Here
tofore tourists could enter and wan
der around the grounds, feeding
peanuts to the gray squirrels. That's
out now. The famed East room of the
White House, visited by several
thousand tourists daily, is barred.
Ropes and barricades are in the
corridors of the sprawling capitol
building to curb visitors. Even mem
bers of Congress have had to identi
fy themselves to young law students
who compose the capitol police. Last
year these youths were unarmed;
they were so green that it was not
considered safe for them to carry
weapons. They have been rearmed.
EXCHANGE PLAN INTERESTS
Uregon State College A recent
announcement that the State de
partment at Washington has com-
pietea arrangements to encourage
exchange scholarships and profess
orships with Latin-American coun
tries has been greeted by keen in
terest on the part of the college ad
ministration. President George W. Peavy wired
the State department that O. S. C,
through the cooperation of Phi Kap
pa Phi scholastic honor society, has
been sponsoring an exchange with
the University of Chile for two years
and finds it mutually beneficial.
President Peavy tendered the co
operation of the college in proposed
plans and requested further details.

You and each of you are hereby noti
fied that pursuant to Chapter 485, Ore
gon Laws of 1939. the tax collector of
Morrow County, Oregon, has duly pre
pared a list of all real properties within
said County and State upon which three
years have elapsed from the earliest
date of delinauencv of taxes levied and
charged thereon, and on which two or
more annual instalments of delinquent
taxes, eacn sucn instalment Deing one
quarter of the earliest date of delin
quency, have not been paid, in accord
ance with the provisions of Chapter 6,
Oreeon Laws of 1935. Snecial Session.
as amended by Chapter 96T Oregon Laws
of 1937, and which said taxes are now
subject to foreclosure; that such list is
known as the "Foreclosure List" and
contains the names of the several nar
sons appearing in the lastest tax roll as
the respective owners ot tax-delinquent
properties, a description of each Drooer
ty as the same appears in said latest tax
roll, the year or years for which taxes
are delinquent on each property, to-
gether with the principal amount of
delinquent taxes of each year, for the
year of 1938 and prior, and the amount
of accrued interest thereon to the date
of June 15, 1939, at the rate of 8 per cent
per annum; that a copy of said list is
hereinafter set forth and included in
this summons and notice:
You and each of you are further noti
fied that in the subjoined tabulation of
this summons, the left hand column of
said tabulation, underthe words "Name
of Owner as Shown by Latest Tax Roll
and Description of Property," is the
name of the person or persons appear
ing on the latest tax roll in the hands
of the sheriff for collection as owner or
owners of the property described under
such name or names, and such descrip
tion shows and properly alleges the
description of the several tracts of land
herein referred to as the same is de
scribed on the tax rolls of Morrow
County, Oregon; that in the said des
cription, the abbreviation "DR" means
Deed Record and the figures imme
diately following said abbreviation in
dicate the number of the book of the
Deed Records and the number follow
ing the hyphen following the number
of the book indicates the page of such
book where the deed referred to is re
corded; that the abbreviation "Pro J.
G-457" means Probate Journal, Vol. G,
page 457; that the capital letters "N,"
"S," "E," and "W" mean North, South,
East, and West, respectively; that the
abbreviation, "ft." means feet; that the
abbreviation "Inc." means Incorporat
