SALEM Now that it seems to be
pretty definitely settled that Gov
ernor Martin will seek a second term
interest in Oregon politics naturally
shifts from that quarter to a specu
lation on his possible opponents, both
in the primary and general election.
For while the governor himself has
not yet openly declared his inten
tions the announcement that he will
run has come from a source too
close to the administration to be ig
nored. Furthermore, the governor's
changed attitude toward a number
of controversial issues can be taken
as straws pointing in the general di
rection of another term.
It being generally admitted that
the governor's most difficult hurdle
lies in the Democratic primaries the
question arises as to who will be the
standard-bearer of the anti-administration
Democrats in the pending
battle. Will it be Howard Latoufette
of Multnomah county, present Dem-

in that connection. Both Latourette
and Hoesch are known to be not
only willing but anxious to replace
Martin in the executive office.
Friends of Hoesch have been es
pecially busy the past few weeks
grooming him for the race and it is
said that he would be acceptable to
organized labor, the Townsendites,
the grangers and other large groups
whose support Martin is supposed
to have alienated through his an
tagonistic attitude earlier in his ad
ministration. While few Republicans can be
found who are anxious to try con
clusions with Martin in the gen
eral election there are a number
who are known to be ambitious to sit
in the seats of the mighty and who
are carefully considering the possi
bility that Martin may not make the
grade in the Democratic primary.
So far, however, no one has found
the courage to come out into the
open with a public declaration and
that field is still fertile ground for
speculation. Will the Republican
candidate be State Treasurer Hol
man who failed of his goal four
year's ago only through a last min
ute consolidation of his' opposition
within his own party; or Secretary
of State Snell who. was prominently
mentioned for the position of party
leader four years ago and is still
regarded by many as the party's
best bet for the governorship; or
Dean Walker of Polk county who
distinguished himself as chairman
of the senate ways and means com
mittee in the last two legislative
sessions; or some one of the dozen
or more other possibilities who are
said to be weighing their chances
very seriously as the zero hour for
the primary campaign approaches.
All of which, of course, leaves the
entire situation still very much un
settled but provides a few morsels of
political gossip on which to chew
until more substantial material is
nrovided bv positive declaration
when the candidates begin to com'
mit themselves.
C. A. Howard, state superintendent
of public instruction, left last week
for La Grande where this week he
took over his new job as president
of the eastern Oregon state normal
school. Rex Putnam, city superin
tendent of schools at Albany, took
over as Howard's successor as head
of the state school system here Wed
nesday.

Rate reductions negotiated by the
public utilities commission are sav
ing Oregon utility patrons $715,881
a vear. according to N. G. Wallace
utilities commissioner. Wallace in
dicated that even greater rate re
ductions are in store for the near
future. Rate reductions negotiated by
the commission during the past two
years include power, $503,621; tele
phone and telegraph, $128,918; steam
heating, $46,942; gas, $36,400.
One person out of every 20 in
Oregon is feeding at the state trough
according to figures compiled by
Wallace S. Wharton, state budget
director. The state relief rolls ac
count for 37,000 persons, 8,979 men
and women are on the payrolls as
employees and , officials of the va
rious state departments, bureaus,
boards, commissions and institu
tions, and 6,500 persons are being
cared for at public expense in the
several state institutions.
These figures take no account of
the thouands of other persons in the
state who are dependent upon oth
er public payrolls federal, county,
city and school districts.
The state highway department
with 3310 employees and a monthly
payroll of $384,023, is by far the larg
est of the state's activities, account
ing for more than one-third of the
total number of employees and
nearly one-third of the state pay
roll. The state liquor commission em
ploys 308 persons with a monthly
payroll of $53,435 and the secretary
of state's department with 365 em
ployees on its payroll pays out a to
tal of $39,000 a month.
Second only to the highway de
partment in point of numbers and
payroll is the state board of higher
education which has a total of 2200
men and women on its list at the
five educational institutions draw
ing an aggregate of $264,000 a month.
Largest of the state institutions is
the state hospital for insane at Sa
lem which employs 272 persons at
a total payroll of $18,900 a month,
The state relief committee with
381 employees on its payroll pays
out a total of $40,362 a month and
the 172 members of the state police
force draw a total of $26,476. The
state department of agriculture em
ploys 107 persons at $14,254 a month
and the industrial accident com
mission with 175 employees pays out
$24,088 in salaries each month.
Employees and payrolls of other
state activities are listed as follows:
Banking, 9 at $1846; board of con
trol, 14 at $2185; corporation, 16 at
$2573; eastern Oregon hospital, 110
at $7300: Fairview home, 110 at
$7083; fish commission, 78 at $8200;
forestry, 69 at $10,070; game commis
sion, 151 at $15,000; insurance, 17 at
$2865; bureau of labor, 17 at $2505;
governor, 6 at' $1400; land board, 14
at $2194; library, 26 at $3118; mili
tary department, 21 at $3225; milk
control board, 17 at $2262; peniten
tiary, 74 at $7500; printing, 43 at
$7495; education, 10 at $2023; public
utilities, 151 at $19,170; tuberculosis
hospitals, 122 at $7813; bonus com
mission, 63 at $8407.
The state payroll for August to
talled $1,049,700, an increase of near
ly $25,000 over July and $105,000
higher than June. The average
monthly pay of state employees is
$117 but this does not include board
and room which is provided em
ployees of the various state institu
tions.
Crook and Wallowa were the only
counties in Oregon which did not
show an increase in traffic accidents
during the first six months of the
current year, according to statistics
compiled by Secretary of State Snell,
Curry county reported the greatest
ratio of increase at 534 percent. The
average for the state as a whole was
22 percent
Oregon courts are beginning to
crack down a little harder on traffic
law violators. With 153 revocations
and suspensions imposed by courts
during July a new all-time high
record was reached, according to
Secretary of State Snell. For the
seven months to August 1 a total of
465 operators had their licenses re
voked upon conviction of drunken
driving.
