ing in Hardman Sunday.
Mrs. George Smith and daughter
Helen of Monument are spending a
few days at the Ada Cannon home.
Miss Ho Merrill has purchased a
new car.
Clarence Rogers of Kinzua visited
a few days last week at the J. B.
Adams home.
Mrs. Neal Knighten motored to
Portland Monday to take her broth
er, Clarence Moore, to a doctor. Mr.
Moore expected to have an opera
tion for mastoid trouble.
Miss Charlotte Gallagher was tak

Paul Gemmell of Salem was in

Richard Robison has gone to work

Mrs. Mary Coats is visiting her son

and Neta Rae motored to Boardman
Sunday to spend a few days with
Mrs. Bleakman's parents, Mr. and
Mrs. J. J. McDonald. The McDon
alds were former residents of Hard
man. Bill DeVore of Pendleton is visit
ing his father, B. F. DeVore here.
Lies Brannon is employed at the
Floyd Adams home, papering.
Mr. and Mrs. George Hayden and
Mrs. Frank Howell were calling in
town Monday.
Darrell Farrens spent Sunday in
Heppner.
Nels Knighten was visiting here
Sunday. He is employed at the Ford
garage in Heppner.

Enjoy Vacation Trips

Mr. Hankin was a Portland visitor
over the week end.
Vernon Russell returned home
this week after spending a two
weeks' vacation at Odell.
Mr. and Mrs. W. A. Strobel and
daughters spent Sunday in Milton
Freewater. Mrs. Olsen returned home this
week after spending a vacation in
Portland.
Mrs. Mary Coats of Hardman is
visiting her son, Claude Coats, this
week.
Mrs. Hankin spent the week vis
iting in Bend.
A dance given in the grange hall
Saturday evening was well attended.
The music was pick-up and every
one reported a good time.
Mr. and Mrs. Guy Barlow and
Chloe motored to Walla Walla on
Monday.
A new hoist was installed at Bar
low's service station this week.
Helen Doney spent Thursday and
Friday visiting her parents, Mr. and
Mrs. S. C. Russell.
High Hoffman and Donald Strobel
were business visitors in Arlington
Monday.
Miss Lillian Mallory of New York
is visiting her sister, Mrs. Sundsten.
Miss Imogene Wilson spent the
week end visiting her parents, Mr.
and Mrs. Robert Wilson.
The Ladies Aid gave an ice cream
social in the church basement Sat
urday evening. The women also sold
aprons. The social was enjoyed by
all.
Mrs. Stutte and children of Port
land are visiting her parents, Mr.
and Mrs. Nick Faler.
Kenneth Ransier left for Pendle
ton where he intends to work.
Mr. and Mrs. Phil Jones of Her

Mr. and Mrs. Harley Anderson
motored to Nampa, Idaho, Friday,
taking up Miss Nola Keithley who
was married to Mr. Walter Bristow
of that city on Saturday.
Mr. and Mrs. Ray Wright returned
from Eugene recently where they
visited their daughter and son-in-law,
Mr. and Mrs. Barton Clark.
Fred Kreuger has returned home
from Sherwood where he went to
attend his father's funeral.
The July grange meeting is called
for this Friday night, July 2. It is
hoped all members will attend.
The Swedish Lutheran Sunday
school and members of the garden
club held a joint picnic in the moun
tains Sunday at the Harry French
ranch.
Mrs.S. T. Robison fs home from
Portland after spending about two
weeks visiting friends and relatives.
The new repairs are coming along
in fine shape at the hall and the new
hard wood floor will be ready for
initiation at the next dance which
will be July 10th.
Virginia Allstott, small daughter
of Mr. and Mrs. R. D. Allstott, was
overcome one day last week by
breathing too much fly spray her
mother was using. She was quite
ill for a while but is better now.
Mrs. Hilma Anderson and daugh
ter Louise gave a shower honoring
Mrs. John Hanna, Jr., nee Norma
Jean Becket, at the country home of
Mrs. Anderson on Friday, June 25.
Games were played after which ice
cream, wafers and coffee wefe
served Mrs. Hanna was the recip
ient of many lovely gifts. Those

Spoiled Legume Hay
Valuable Fertilizer
Legume hay, such as alfalfa and
clover, that has been spoiled by the
recent rains may be salvaged for use
as fertilizer, says Dr. W. L. Powers,
chief of the soils department at Ore
gon State college. He points out that
a ton of alfalfa contains about 40
pounds of nitrogen, which in fer
tilizer, would cost as much as 10c a
pound. It also contains about 25
pounds of potassium and 7 pounds
of phosphorus.
This spoiled legume hay makes a
valuable mulch, checking evapora
tion and loss of soil moisture, and
because of its favorable nitrogen
content for decomposition, does not
depress growth, Dr. Powers says.
When applied in orchards at the
rate of two tons of dry material per
acre it will also earn soil conserva
tion payments under the 1937 soil
conservation program. It is best to
remove the spoiled crop from the
fields pomptly, he says, and if it is
not applied immediately to place it
in ricks for later use as fertilizer.
SPEED STILL GREATEST RISK
Excessive speed again leads the
list of causes of automobile fatalities
in Oregon, notes the Oregon State
Motor association. Drivers flouting
the speed laws last month' here pre-
cipitated 574 accidents, four deaths.
NOTICE OF SPECIAL ELECTION.
NOTICE IS GIVEN that a special
election will be held in the City of
Heppner, Oregon, on Wednesday, the
14th day of July, 1937. The purpose of
said election is to vote on a proposed
charter amendment as in the following
resolution provided:

HEPPNER, MORROW COUNTY,
STATE OF OREGON, that the follow
ing proposed amendments to the char
ter of said City be and the same hereby
are proposed for submission to the legal
voters of said City for their adoption or
rejection at the special city election to
be held on the 14th day of July, 1937,
as in this resolution provided:

To amend the charter of the City of
Heppner, Oregon, enacted by the legal

BE IT ENACTED BY THE PEOPLE
OF THE CITY OF HEPPNER, ORE
GON, that
The Charter of the City of Heppner,
Oregon, enacted by the legal voters on
December 2, 1918, as amended by all
amendments thereto enacted by the
legislative assembly or by vote of the
people, be and the same is hereby
amended by adding thereto Chapter
to read as follows
Chapter
Section 1. The Common Council is
hereby authorized to issue and sell the
general obligation bonds of the city in
the sum of Seven thousand dollars
($7,000.00). The funds received from
the sale of said bonds shall be placed
in a separate fund, and shall be used
for the purpose of making improve
ments to the streets of the city.
Section 2. The Council shall make a
tax levy each year, during the time any
of said bonds are outstanding, suffi
cient to pay the interest on said bonds,
and the principal thereof as it matures.
Section 3. The debt and tax limita
tions contained in the charter shall not
apply to the bonds hereby authorized.
RESOLVED FURTHER, that for the
hereinabove proposed charter amend
ment, the following ballot title is
adopted, to-wit:

that is to say, by publishing copies of
this resolution in at least two consecu
tive issues of Heppner Gazette Times,
a newspaper published in the city with
in the twenty (20) days immediately
preceding the said election. The Re
corder shall also post notices of elec-
tion in at least six (6) public places,
within the city, specifying the time and
place of such election and the purpose
thereof.
WHEREAS, it is necessary for the
peace, health and safety of the inhab
itants of the City that the election here
by called be held at as early a date as)
possible so that the contemplated im
provements may be carried out in suit
able weather, NOW THEREFORE,
AN EMERGENCY IS HEREBY DE
CLARED TO EXIST, and this resolu
tion shall go into force and effect upon
its adoption and approval.
