Court Proceedings
For January Term
Court met on the 6th day of January,
1937, with the following officers pres
nt: Bert Johnson; Judge, George N.

man, Sheriff.
Minutes of the December, 1936, term
of Court were read and approved.
Claims against the County were pre
sented and the Court allowed, continued
or disallowed them and ordered ap
proved claims paid by proper warrant
from the proper fund.
Court selected the Heppner Gazette
Times as official paper for the year
1937.
Court ordered that before any war
rants could be issued by the Clerk for
wages earned, before the regular
monthly meeting of the Court, the re
quisition or order must be authorized
by at least one member of the Court
Court orders that present lessees of
grazing land shall have use of such
lands until they are formed into a graz
ing district, and if not so formed, they
shall receive new leases for 1937.
Court appointed R. C. Phelps the of
ficial undertaker for poor for 1937, at
the rate of $50 for each body.
Court decided to furnish an office for
the District Attorney in the First Na
tional Bank building, in connection with
Attorney S. E. Notson at a rental of
$7.50 per month.
Court approved the granting of beer
licenses to Ed Rugg of Rhea Creek and
Frank Leicht of Irrigon.
Court ordered that county mileage
be reduced to five cents.
The appointment of Deputy Clerk and
Deputy Sheriffs was approved.
The First National Bank of Portland,
Heppner branch, was selected as offi
cial depository for the Sheriff's tax
collection funds.
Court allowed $1500 for destruction
of predatory animals provided this
amount is matched by state appropria
tion. It was decided to allow A. J. Knob
lock, Alva Stone and Burton Barnes
one half of the salary they had been re
ceiving together with the pelts which
they trap as compensation for elimin
ation of predatory animals until such
time as they shall be returned to the
State payroll.
Court authorized execution of deed
from County to Tilden Williams for the
SE of SWV4 of Sec. 23, Twp. 4 South,
Range 24, E. W. M., for $50.00.
The matter of the appointment of
Courthouse janitor and County Engin
eer was continued.
Order was entered setting March 1,
1937, as final date to secure dog licenses
.at the rate of $1.00 for males and spayed
females, and $2.00 for females. After
March 1, 1937, licenses to be $2.00 and
$4.00.

New Oregon 'Pioneers'
Tell Why They Moved
Approximately 41 per cent of the
immigrant families arriving in Ore
gon from 1930 to 1936, inclusive, were
experienced farm operators, accord
ing to the results of a survey just
published by the O. S. C. experiment
station in cooperation with the WPA
and resettlement administration.
The report is the result of a sam
pie survey taken in 112 rural school
districts in 16 Oregon counties. The
survey, made through the use of
relief labor, sought a general back
ground concerning the families who
have been settling in Oregon in in
creasing numbers, says L. R. Breit
haupt, state supervisor of rural re
search and author of the report.
Information previously obtained
from all school district clerks showed
that 5130 immigrant families arrived
in Oregon from January, 1933, to
June, 1936. The present report cov
ers a period from January, 1930, to
November, 1936, or nearly twice as
long as the previous time.
The study showed that a larger
percentage of the families coming in
1936 were headed by persons who
had actual experience in farm oper
ation than was the case previously.
Contrary to a common belief that
practically all of the immigrants
came from the middle west, the study
showed that 53 per cent came from
the western group of states. A total
of 44.3 per cent came from the north
and south central states, while scat
tering numbers ranging to less than
1 per cent came from the other
more distant regions of the country.
Inadequate income in their former
location was named by 51 per cent
of the families as the reason for leav
ing their state of previous residence.
The drouth was blamed by 29 per
cent, while change of climate, health,
or loss of job were cited by many1
others. Relatives or friends in Ore
gon was the principal reason given
by these migrants for coming to this
state, 25 per cent of them giving this
as the chief factor involved. Climate
persuaded 12 per cent, previous visits
to Oregon 9 per cent, while 3 per
cent said they were attracted by ad
vertising. The present attitude toward Ore
gon by nearly all families visited
was very favorable and most of
them, except recent arrivals, had
made substantial progress toward
acquiring ownership of farms.
Oregon Farm Methods Explained.
Hillsboro. A tract of 40 acres of
tillable land is approximately the
minimum on which a general farm
operator can hope to succeed, W. F.
Cyrus, county agent, told a group of
91 recent arrivals in Washington
county gathered to discuss the vari
ous types of farming carried on in
this county. These newcomers from
11 states and Canada heard Mr. Cy
rus and other members of the Ore
gon State college extension staff
discuss crops, livestock, dairy, poul
try and other types of farming in
this area.
First payment of taxes assessed
against employee and employer for
the social security administration are
now due one per cent from each.

by virtue of an execution and order of
sale duly issued out of the Circuit
Court of the State of Oregon for Mor
row County, on the 13th day of Janu
ary, 1937, in a certain suit in said court
wherein State of Oregon, a public cor
poration, was plaintiff and Minnie A.
Cochran, a widow, also known as Alice
Cochran, Charles E. Cochran, a single
man, also known as Elmer Cochran,
Walter Cochran, a single man, George
Cochran, a single man, Eunice Jelklns.
and Emmons Jelklns, her husband, and
Venice Ahalt and Harold Ahalt, her
husband, were defendants, and in which
suit plaintiff recovered judgment for
the sum of $159.76, with interest from
the 3rd day of May, 1936, at the rate of
four per cent per annum, the sum of
$30.00, attorney's fees and $8.50 cost and
disbursements and which judgment and
decree is dated January 9th, 1937, and
directing me to sell the following des
cribed real property, to-wit:
Lots seven (7) and eight (8) in
Block three (3) in the town of lone,
Morrow County, Oregon.
Now, in obedience to said execution
and order of sale, I will on the 13th day
of February, 1937, at the hour of 10:15
o'clock in the forenoon of said day, at
