A Debt Settled?

Roosevelt said in effect, "We
have paid the soldier's bonus, and
that problem is out of the way."
Without referring to the acts of
President Roosevelt in forestalling
payment, which relieves him of any
credit for having the welfare of the
veterans at heart, it may be asked
in what form did his congress fin
ally sanction such payment, over
riding the president's veto? If your
memory is good, you will remember
it was not in cash, but in bonds
representing borrowed money that
the, veterans received payment.
True, the veterans had the option
of cashing the bonds forthwith,
without interest But the bonds are
payable by the government in 1945
at 3 percent interest.
Thus in paying the soldiers' bon
us, the New Deal did not rid itself
of a government obligation. It
merely forestalled the day of pay
ment, so that sons and daughters of
veterans will share in paying their
mothers' and daddies' debt for war
service.
This is not the only trick the gov
ernment played on the veterans in
paying them for war service. They
were once before permitted to bor
row up to fifty percent on their ad
ujsted service certificates. Most
veterans borrowed. Most of them
had not repaid their loans when the
"cash" payment bill took effect, and
interest on their loans was deducted
when the bonds were given them.
Thus, in effect, the veterans paid in
terest for use of their own money.
Is Mr. Roosevelt counting this
New Deal act on the credit side of
the ledger when he announces that
the federal budget will be balanced
inside of two years?
Will the Rich Pay?
QOME New Deal supporters say,
- "Why worry about the govern
ment debt? We won't pay it. Ml
be paid by the rich." Yet those
same people might note, if they
were of mind, that the cost of ev
erything they buy is rising atide.
There has been a general rise in
retail commodity prices of 20 per
cent in the last year, a large portion
of which is accountable to New
Deal taxes. And the end is not yet.
New price increases are received
daily. Ask the man on salary or
wages if he notices the effect of
HCL. Each new price rise makes
his dollar a little smaller, yet his
wage check is not increasing.

A birthday dinner was held at
the hotel October 1st, honoring
Bil Strobel and his daughter, Max
ine. Covers were laid for Mr. and
Mrs. A. Burr Black and four chil
dren, Ralph, Naomi, Billy and Mar
vin, and Mr. and Mrs. Nate Macom
ber. Mr. and Mrs. Al Macomber and
children of Heppner visited rela
tives here over Sunday.
Mrs. Baker, Harold Baker, Wil
lard Baker and Mildred Allen spent
the week end in La Grande where
they visited friends.
H. E. Bates and Tom Hendricks
went deer hunting over around El
gin. They expected to be gone about
two weeks.
Vernon Root and Alan Chaffee
went on a short vacation last week.
They are not sure when they will
return.
Mrs. Skoubo and Mr. Baker went
to Cecil Saturday for Pomona
grange. They spent all day Satur
day and reported many Interesting
things were discussed.
The freshman initiation was held
last Thursday evening In the gym.
Dancing and refreshments helped
fill out the evening and a fine time
was had by all.
The F. F. A. boys spent this last
week end in Portland at the stock
show. The delegates of Boardman
were Ralph Skoubo, Stanley Part
low, Pat Healy and Ted Wilson.
Mr. and Mrs. A. B. Black took the
boys down.
Silver tea was held at the home of
Mrs. Gorham Wednesday of this
week with a good attendance.
A shower was held at the home of
Mrs. Nate Macomber last Friday
for Mrs. Katherine Rake. A large
crowd attended and everyone en
joyed the occasion.
A pot luck supper was held at the
grange hall Monday evening. It
was the birthday dinner for July,
August and September. There was
a good crowd with many guests at
the honor table who had birthdays
In these months.
Mr. and Mrs. Arnon Hug return
ed from a deor hunting trip over
around La Grande but didn't have
any success. Edwin Hug, a former
resident of Boardman, succeeded In
getting one.
The regular church conference
dinner was held Sunday with a fair
attendance. Many Important ques
tions were brought up. The church
hour has been changed to 11 in the
morning and the Christian En
deavor hour has been changed to
7:30 p. m. Mrs. Russell Miller is
the new C. E. advisor.
H. B. Thomas attended Presby
tery at La Grande last Thursday,
Friday and Saturday.
Mr. Ely and family of Morgan
moved on the J. R. Johnson place
last week. Mr. Ely has purchased
this place.
Mrs. Pickering of Portland is vis
iting her brother and family, W. A.
Strobel.
Glen Carpenter has purchased a
new Studebaker coupe. He went
back east and returned with it last
week.
Harlan and Dale Lundell left a
week ago Friday for a tour of the
United States. They expect to be
gone a year.
Howard Packard returned home
Sunday evening after spending two
years in the marines at San Diego,
Calif.
Marvin Ransier visited his par
ents this week. He came here from
Pendleton.
Mr. and Mrs. Bil Considine moved
into the old Murchie house. They
have been living in the old grange
co-op building.
Mr. and Mrs. Bob Harwood have
moved into the Guy Barlow house
this week.
The Ladies Aid is holding a Har
vest dinner October 8 at the com
munity church. Everyone is urged
to come.
John Jenkins cut his toe very
seriously Thursday and is confined
to his home.
Mr. and Mrs. Nate Macomber
spent Sunday in Pilot Rock visiting
Mrs. Macombers mother.

for marriage licenses.
J. B. Sparks move3 his family
into the rooms over the Star theater

Mr. and Mrs. John Her are mak
ing their home in Heppner for the
winter.
J. H. Cox, Thos. Chidsey and
Glenn Young went to Castle Rock
Wednesday where Mr. Cox has con
tract for building new school house.
W. O. Minor, Merle Neil and Neal
Crawford went up to the head of
Ditch creek the first of the week
and are now busy turning the wa
ter of that creek into the Willow
creek basin. This is the result of a
movement started through the
Heppner Commercial club last
spring. Farmers living on Willow
creek are much interested in the
move, inasmuch as they figure that
the additional water will give them
ample supply for irrigating during
a dry year. Money to put the pro
ject through was raised by popular
subscription.
"Heppner 25 Years Ago" (From
Gazette, Oct. 15, 1891) D. W. Lip
scomb is assisting J. J. McGee in
completing the work of assessment
of Morrow county. Mr. Lipscomb
was a deputy under Sheriff Noble
for some time. . . At a special meet
ing of the city council, held Mon
day night it was moved and carried
that the town pay off the attach
ments on the artesian well, amount
ing to $581.55.
