An Unsafe Place
CONCURRENT with the agitation
of Heppner Lions club for a
swimming tank conies some timely
advice and comment on public
swimming places by the Oregon
State Board of Health.
Says the Weekly Bulletin: "Swim
ming is practiced by all races and Is
an acquired accomplishment of
man. It is a healthful and exhiler-
ating form of exercise if certain by
gienic restrictions are given proper
consideration. Swimming, under the
right conditions in lakes, outdoor
pools and sea beaches, is both
healthful and pleasurable. The
greatest danger is that rivers or
lakes may be contaminated by sew
age or that the ocean tide may wash
in impurities from sewage.
"The prevention of disease and
injury by accident as a result of
swimming is a public health proo
lem. At this season of the year it
becomes a very personal matter to
everyone who expects to swim or
who has children who will swim
Many natural bathing places such
as streams, lakes and ponds are fre
quently unsatisfactory for public
swimming. All surface waters are
subject to more or less contamina
tion. A dangerious degree of con
tamlnation is more likely to be
found near the centers of popula'
tion where the demand for public
bathing places is greatest Fur
thermore, natural bathing places
usually have a disadvantage from
the standpoint of danger of injury
and drowning. As a result swim'
ming pools are receiving a larger
part of the patronage of the swim
ming public."
This is so applicable to the sit
uation in Heppner that it might
have been written with our condi
dion in mind. One gilmpse of Wil
low creek in its present inert stage
Is sufficient to quell any desire one
may have for taking a plunge. Of
course there is so little water now
that the deepest holes would not af
ford a bath for a small boy, but
even if there were more water It
would not be safe to swim in the
creek.
Most parents with children old
enough to swim will doubtless join
with the Lions in urging the early
construction of a swimming pool
where young and old alike may en
Joy the invigorating sport The Lions
are undertaking a difficult step in
endeavoring to raise funds for the
tank by popular subscription but
there seems to be no other way of
procuring funds and their effort
should be met with a cheerful re
sponse by every citizen who has the
welfare of the youth of the com
munity at heart, to say nothing of
civic pride.
Farmers, Investors Be
come Oregon-Minded.
1IDDLE-WEST and California
111 farmers are becoming Oregon
minded, according to a report re
cently issued by the land develop
ment department of the Portland
chamber of commerce. This opinion
Is based on a report which covers
the first six months of the present
year and shows that 3.397 Inquiries
concerning opportunities for farm
ing and land development were re
ceived. Letters and questionnaires
were sent to these inquirers and of
that number 424 replied, represent
ing a possible capital investment of
$1,889,610.
Most of the Inquiries were rela
tive to lands in the western part of
the state and the Vale-Owyhee dis
trict In eastern Oregon. This seems
to be a natural tendency, due to the
fact, perhaps, that many of the
prospective investors are from the
drouth-ridden districts of the mid
dle west who are seeking surcease
from such conditions in the green
clad hills and vales of western Ore
gon, or who are looking for farm
ing conditions similar to those they
are leaving behind with the excep
tion that water in abundance may
be had.
Oregon has practically every va
riety of soil and climatic condition
found in the several states of the
union. That sound like a broad
statement and If you are In doubt,
check it over for yourself and see
if It is not true. We have our
highly productive regions and some
that don t come under that class.
Yet, little of the state may be right
fully termed waste land. That
which is not adapted to profitable
farming is worth something as
grazing land, and, in this connec
tion, it is pertinent to remark that
the plow has destroyed much too
valuuble grazing land In Oregon as
In other western states.
Morrow county, like several of her
eastern Oregon neighbors, may not
appeal to the average middle west
erner or CalUornian at the present
but eventually, when land seekers
have bought up saleable tracts in
the western part of the state and in
the irrigated sections at a much
higher scale than wheat and stock
ranches are bringing, there will be
in.-estors looking to the broad ex
panse between the Cascades and
Blues for opportunities to make
their dollars grow.
Oregon has not expanded in some
lines as rapidly as her neighbors,
notably California, and it is becom
ing apparent that no small amount
of California capital is seeking in
vestment in this state. The stable
form of government and the ten
dency of business in general to con
form to a policy of pay-as-you-go
Is being eyed by capital in other
sections of the country. These fac
tors, coupled with many natural ad
vantages, herald a growth hereto
fore unmatched In this and other
northwest states.
It is said that there are 10,000,000
people unemployed In the United
States besides those who have fed
eral jobs.
The warm weather of the past
few days indicates that summer is
here in full force. There is little
likelihood that this section will be
favored with showers before the
fall precipitation comes. Streams
are low and water sources limited.
It is the season of greatest fire
hazard, particularly with reference
to grain, grass and timber. Is it
necessary to remind one and all of
the importance of exercising care
in the forests, the grain fields, and
along the highways where dry grass
and weeds await only the careless
dropping of a lighted match or cig
arette to start a serious blaze?
The reason why so many men do
not care to work and would rather
remain idle is often due to the fact
in many instances that they were
not trained to work when they were
young. Work is a habit with the
human race. Naturally man d t s
not care to do hard work. The boy
who is raised to young manhood
without ever having had the incom
parable discipline of hard work
faces life at a distinct disadvantage,

than ever before after the quake
struck the Walla Walla valley.

on Rhea creek, 15 miles south of
Heppner, the hereinafter described
animals; and that I will on Satur
