Must Continue Fight
IF THE inland empire of Oregon,
Washington and Idaho is to ob
tain the benefits of river transpor
tation and lower freight rates, its
people must continue to iisht A
recent ruling of the board of army
engineers has put that body on rec
ord as favoring construction of a
high dam at The Dalles and other
dams on the lower river ahead of
the Umatilla rapids development
This procedure means putting
far into the background any im
mediate use of the rive1- for trans
portation of inland empire prod
ucts. Well advised authorities say
that slack water transportation
aimed at by construction of lower
river dams first is not essential to
successful barge transportation.
With completion of present chan
nel development as far as Umatilla
rapids, barges may be profitably
operated up the river to that point.
n The Umatilla rapids must be dam
med, however, before barges can be
operated beyond that point
The Inland Empire Waterways
association is set upon obtaining
the Umatilla rapids project as the
next step in the river's develop
ment This association is the only
organization comprehensive enough
to tackle the job of putting the
fight through. The success it at'
tains in putting the fight across,
however, depends on the support of
the people of the inland empire.
The waterways association has
scheduled a meeting to be held in
Walla Walla, June 20, when the
light will be planned. All interested
farm and other organization lead
ers of the county should make it a
point to attend.
Morrow county, along with the
rest of the inland empire, must have
the advantages of river transpor
tation before its products can have
near an even break with other sec
tions in domestic and world mar
kets. Has He Forgotten?
A recent issue of The Family Cir
acle contained an article on say
ings by famous men which in suc
ceeding years were recalled by an
unforgetting public and served to
embarrass those giving utterance.
Some of the expressions used by
Herbert Hoover were stressed, as
was the famous Coolidge utter
ance, "I do not choose to run."
The article might well have con
tained a declaration by an Oregon
politician who travelled up and
down he state a few years back
declaiming to a tax ridden elect
orate that "if you will make me
governor I will cut the taxes in
half." It was an effective cam
paign slogan and no doubt con
tributed its full share toward plac
ing the aspirant in the state s ex
ecutive mansion.
But after four years of that
"cutting taxes in half," an unsym
pathetic electorate decided the
great deliverer" should be given
an opportunity to return to his
ranch and give his personal atten
tion to the white faced calves..
Despite this thoughtfulness on
the part of the majority of the
state's voters the great apostle of
lower taxes was not to remain long
in seclusion with his herds. The
voice of the people was calling for
his services in a broader capacity
and he was elevated to congress.
He is now in the running for a
third term but is not saying any
thing about cutting taxes in half,
It is too early to predict just what
the campaign in this district will
involve but we know our Walter
will not be lacking in anything to
say about his achievements and
he will doubtless exercise care in
avoiding anything that will act as
a boomerang, such as the tax
promise.
The Pendleton East Oregonlon
appears to be between the devil and
the deep blue sea anent the open
ing of the Republican national con
vention at Cleveland. Headlining
its lead story on the major news
break of the day, 'Tension Marks
Opening Session of Convention
Leaders Frown," it plainly shows
its news coloring tendency favoring
the Roosevelt administration. At
the same time it displays the pic
ture of keynote speaker Frederick
Steiwer, "former Pendleton rest
dent," In prominent front page po
Bltion. Naturally it cannot help
but show a soft spot for that old
friend and neighbor who was the
fooal center of public attention at
the convention's opening and who
bids fair to be one of the leaders of
his party's ticket at the conven
tion's close. "Landon and Steiwer"
would be a tough combination for
the democrats to beat in the fall,
It's a natural.

Miss Ruth King of Seaside, Ore
gon, was on the project visiting
friends. Wednesday. She was on
her way to Spokane.
Mrs. Gladys Fortier and her
daughter. Norma, left Thursday
to visit Mrs. Fortier's brother and
family in Spokane.
Mr. and Mrs. Gorham and fam
ily went on a fishing trip Friday.
They intend to fish at some of the
lakes around Spokane.
Mr. and Mrs. H. E. Bates pur
chased a new sedan last week from
Dalles Wilson.
Mrs. S. A. Erickson visited her
two sons, Otto Lubbes and W. A.
Baker last Wednesday. She re
turned to Portland Wednesday
evening.
Glen Carpenter purchased a new
coupe this last week. Dalles Wil
son brought the car from La
Grande.
The delegates for the state
grange to be held in Lebanon left
Sunday noon, June 7. They went
in Mrs. Hendrick's car. Delegates
Mrs. W. A. Baker and the Irrigon
delegates were Mr. and Mrs. Mc
Farland. Miss Ruth Fisher came home
Saturday. Her folks moved here
early in the season but she re
mained in La Grande to finish the
school year.
Mr. and Mrs. Ryce Byram and
family are leaving the project
Monday,. June 8, for their new
home at Nyssa, Oregon. Mr. Byram
has work there.
Silver tea was held at Mrs. Ed
Barlow's home last week. Refresh
ments were served and a fair
crowd attended.
Marietta Thomas returned to her
home last Wednesday after a short
visit in Halfway.
Mildred Ayers is visiting Mr.
and Mrs. Robert Gilliland at Bing
ham Springs.

Baptismal services were held
near the Emmett McCoy home on
the Columbia river Sunday by the

Ed Stagmiller, brother-in-law of
Roscoe Williams, painted the Cald
well service station this week.
W. C. Isom who has been quite
ill the past two weeks is some
better.
English Rye Shows Persistence
HILLSBORO English rye grass
seeded in a plot on the Elmer
Buerber farm at Helvetia in the
fall of 1933 has persisted and still
shows a comparatively thrifty
stand, while Italian or domestic
rye grass seeded at the same time
on an adjoining plot has practical
ly disappeared, reports County
Agent W. F. Cyrus. Mr. Buerber
is cooperating with the Oregon Ex
tension service in maintaining a
nursery plot of 14 varieties of
grasses on his farm. A group of
farmers of the county visited the
plot recently to observe the per
formance of the different grasses.
Walter Luckman was in town yes
terday from the ranch on Butter
creek. Range conditions have been
good in his section so far this sea

Minutes of the April term were
read and approved.
Various claims against the Coun
ty were presented, and the Court
allowed, continued, or disallowed
them, and ordered approved claims
paid by proper warrant from the
proper fund.
The engineer's report for the va
cation of roads in Blackhorse and
the petition of C. D. Huston, et al,
for road vacation, were ordered
continued.
The Sheriff was ordered to adver
tise and sell at public auction the
following described real property:
Lots 10, 11 and 12, Block 3,
Quaid's Addition to City of
Heppner, also tract number 77
to the City of Heppner. Mini
