The Northwest Benefits.
BIG news comes out of the na
tions' capital this week with su
preme court's ruling TVA consti
tutional in most of its phases, and
announcement that the lower house
of congress will vote tomorrow on
the soil conservation measure to
replace the outlawed AAA. The
senate has already passed the new
agricultural act through which it
is expected to pay farmers the bal
ance due on fulfilled contracts, ad
well as provide a means for con
tinuing control of agricultural pro
duction. Favorable action by the
house is expected.
The TVA ruling has been herald
ed as of major importance to the
Pacific northwest, as it makes pos
sible setting up the machinery for
the sale of power to be generated at
Bonneville and Grand Coulee. There
now remains no question about the
federal government being at lib
erty to sell such power. Already
steps have been taken to create a
public corporation in the northwest
to supervise sale, and development
of transmission facilities, for Bon
neville and Grand Coulee power
through appeal to the president by
the Pacific northwest regional plan
ning commission with view to get
ting congress to act immediately.
Both the TVA ruling and substi
tute AAA measure are expected to
reflect benefits to the northwest,
the one by protecting the people's
interests as a new era of huge in
dustrial development is inaugurat
ed, and the other by further pro
moting the agricultural industry.
Little controversy has been had
over the TVA issue, it being gener
ally agreed that the government
should have the say about how the
power from the big power projects
should be disposed of. It is ex
pected there will be plenty of
"juice" for all comers for some time
to come, and it is not to be expect
ed that any class will be favored.
Private power companies and peo
ple's power districts will be served
equally, and there will be no net
work of power lines over thinly
populated districts the cost would
be prohibitive. Nevertheless, the
benefits will be widespread, and the
big power development in the offing
may result in settlement of sparsely
populated districts to the extent
that power will be available to ev
eryone; mayhap to the extent that
it will be practicable for use in
general farming operations.
Sunny California is turning a cold
shoulder on transients who have no
means of subsistence. It obtained
Its wealth by alluring eastern cap
italists through high-pressure ad
vertising, but when the same ad
vertising brings folk without a long
money sack they are turned away.
