The sue cess of the tournament will bear largely on the coming of such events m the future. The district committee has ex pressed confidence in Heppner's ability, and they shall not be dis appointed. Heppner people will show appreciation of the oppor tunity to see the best teams of the district in action, and at the same time they will let the vsiiting team members and coaches know that we're glad they came. Basketball has had poor support here so far this winter. But with the coming of the district tourna' ment, everyone can well afford to go to the games. There will be thrilling action, congenial fellow' ship, and an atmosphere of good sportsmanship that will warm the hearts of all. A good tonic, worth the price to the individual, that will reflect credit upon Heppner, will be the result Let's talk up the tournament. Help Improve Health. ENERAL cooperation with the PWA program of replacing of' fensive outhouses with new ones of fly-proof construction will do much toward bettering health conditions in the county. Probably the great est single enemy of health is the common house fly, and the old open toilets are known to be the source of much contagion which flies car ry, as well as a large breeding source of the flies themselves. One hundred percent installation of toilets like those being offered at so nominal cost by the govern' ment would reduce typhoid fever to a minimum, as well as safe guard the community against the spread of other diseases. It is to be hoped that everyone will give the matter the earnest considera tion it deserves. Portland grain dealers have evolved a plan of production con trol for the wheat industry based on an economy of plenty as opposed to an economy of scarcity. It amounts to an export subsidy by the government, and proponents contend it would tend to regain lost foreign markets. Growers may be skeptical of the plan because of the source, but it holds promise for northwest wheat industry. It should be given consideration. Congress has passed the bill for cash payment of soldiers' adjusted compensation certificates, overrid lng the president's veto. Baby bonds will be available June 15. Taxation measures to meet pay ment have not been passed, but the bill will be paid in some manner. It's another two and a half billion dollars added to the mounting bil lions of government pay checks. It is dear money the veterans re ceive, and should be spent wisely Hope of turning the Willow creek watershed into the national reserve has not yet been lost, though it suf fered a set-back when those in the saddle at Washington turned down the proposal. The bureau of agricultural en gineering made thorough tests of 10 farm size grain cleaners, includ ing one disk machine, two cylinder and fan cleaners, one riddle and screen type and six fanning mill types. The engineers obtained the best results in removing smut balls with the fanning mill type, and when they were run at considerably less than their rated capacities. The fanning mill type of clean er depends on screen vibration and wind blast for separation of smut balls from wheat kernels In some machines of this type screen sep aration is completed before' the air blast is called into play. Fanning mills may operate with end-shake or side-shake screen agitation, and the lower screen is sometimes flat and sometimes cylindrical. The importance of screening out of smut balls before treating the seed with fungicides Is emphasized by Professor Hyslop. If this is not done, subsequent handling of the seed frequently breaks the smut balls and thus reinfects the treated seed to a certain extent The fungi cides, such as copper carbonate most widely used in Oregon, kill the smut spores adhering to seed but do not kill the spores in un broken smut balls. Unless the soil Itself is infected, practically com plete control of the smut is possi ble if the smut balls are removed and the seed has been thoroughly treated. 26.657.53 Treasurer 25,470.82 outstanding ...J 1,186.71 FUND ACCOUNT - County Court .1 337.92 J20, 152.92 Treasurer 20,015.66 7,027.12 Treasurer 7,027.12 outstanding . 00.00 357.41 Treasurer 355.58 1.83 ACCOUNT S 17.50 issued, 4 143.00 160.50 160.50 Treasurer .
