AYOR and council are to be 'i complimented and encouraged In their endeavor to provide Hepp ner with an adequate water supply, and to improve streets in a per manent manner. The improve ments are needed, and that they will prove profitable In the long run is certain even though the monetary cost may seem large. There is no assurance and very little hope that PWA will approve the street improvement project, but the mayor and council are being far-sighted by providing for an ex pression of the people on the mat ter of voting bonds, in case it does approve. Taxpayers should give the matter thorough and earnest consideration before making an ex pression. Will the value of your property be increased by paving? Will you receive comfort from being re lieved of dust, and satisfaction from the added convenience of travel? Will the city generally benefit from the improvements? Will it be more attractive to those retiring as a place to make their home? Will the improvements encourage the desire to own property here? These are questions which should be asked and truthfully answered. If they are, there is but one con clusion, the investment is justified. There should be assurance in event a plentiful supply of water is once given the city, that rates will be lowered to a point where use of the water will be encour aged. It should be made as easy, convenient and economical as pos sible for everyone to make attract ive lawns and gardens. Such a movement would instil an awaken ed civic pride to be in turn reflected in painting, renovating, and gen eral upkeep of premises. Recent and proposed building in the city denotes improvement in the general business tone. Times are Improving. It is time to start eliminating the scars of depression, An indication of what may be ac complished in beautiflcation may be seen in the new schoolhouse lawn. The city will soon have con crete tennis courts for the first time in its history. All add to the comfort and pleasure of living. An awakened civic consciousness will provide those bright, pleasant sur roundings so necessary to human happiness and progress. BOARDMAN By RACHEL J.
