Wilson, then economist from Montana State college and later named chief of the wheat section under AAA, spoke before a meeting of the Eastern Oregon Wheat league in Heppner a few years ago he asserted that any attempt by man to force natural laws must in the final analysis prove unsuccessful. He made the state ment in reference to the Black plan and several other plans then pro posed to effect a reduction of the wheat surplus and to arrive at or derly marketing of the wheat out put of the country. Dr. Wilson said that man may work on the law of averages and for a time apparently accomplish his purpose. But eventually an extra dry year or a year of excess ively heavy production will come along, unforseen and therefore not counted upon, to upset man's best calculations. In spite of all bugaboos regarding controlled grain markets to the con trary notwithstanding, the law of supply and demand year in and year out sets the price on the farmer's products. This was plainly shown by graphs and charts displayed by E. R. Jackman, O. S. C. extension specialist in farm crops, in explain ing the reasons for the new 4-year allotment plan before the farmers' meeting at Lexington Monday. Professor Jackman's discourse was plainly a professorial lecture based on past experience, enumer ating various factors that enter into establishing the price of wheat. It did not contain the more philosoph ical qualifications which Dr. Wil son made a few years ago. The whole attempt of the allot ment plan is to give the farmer a parity price for his wheat Parity means that the dollar which the farmer receives for his wheat will buy just as much other goods as it did on an average for the five-year period immediately preceding the last world war. In the three years of operation so far the allotment plan has appar ently accomplished its purpose. Cer tain it is the benefit payments com ing to the farmers under it have been a life-saver in this section, what with three very short crop years. In the long run, however, this county cannot subsist wholly on benefit payments under the allot ment plan. Before it can experience real prosperity there must be a re turn of favorable growing condi tions and bounteous crops with, a profitable return. In another year should a world wide condition prevail where a de mand for foodstuffs would cause the wheat price to rise above the parity level, and should a benevolent prov idence cause our wheat fields to produce heavily, the benefit would far exceed that from the allotment plan. In such case the allotment plan would be unnecessary. This is not the gospel of planned economy under which the profess ors hope to maintain a balanced condition in the agricultural in dustry, year in and year out But those who have farmed for many years in this county know that there must be an occasional good year to. make up for the many lean years. The program for balancing the economic structure of the country has not yet taken over control of the elements; it has not modified the human equation, nor has it provided a stabilized curren cy and other man-made vehicles necessary to keep the business of the . country on a constantly even balance. was undoubtedly intended devel oped more Into the nature of a contest between youthful male pro geny to show which were the most accomplished at the art of whistling. bellowing, zooming or thumping. A few young Tom Sawyers and Huc kleberry Finns showed such accom plishment as to cause their neigh bors to plug ears with fingertips lest the eardrums not withstand the intense detonations. A classical musical composition intended to appeal to the more ten der emotions was met with youth ful boos. Well trained voices on the stage were strained to unnat- uralness to overcome the hubbub out front. The exhibition was such as might be expected at a mckelodian thea ter. It did not reflect credit upon the youth of Heppner, who know better, as was evidenced by the im mediate silence when an instructor walked down the aisle. It was just a display of youthful exuberance thoughtlessly given vent inappro priately. Time for Solons to Get Busy. "THE flood of special privilege and A other minor legislation that is jamming the hopper at Salem has already caused nearly half of the allotted 20-day session to pass with out any definite action on the major issue of providing for reconstruc tion of the state capital. Each day action on the capital is delayed in creases its cost, for the legislators are spending taxpayers' money to stay in Salem. How much of the extraneous legislation is presented for the pur pose of delaying action on the cap ital in an attempt to force adoption of one plan is a matter for conjec ture. There are many quirks to the lawmaking game and the old heads are wise to all of them. If action is delayed, however, un til the routine of regular vote-trading is gone through it is doubtful if 20 days will be sufficient to complete the task of the session. And if Gov ernor Martin makes good his word that no extension of time will be made, it seems probable that the special session will be adjourned without having accomplished its major purpose. went out In search of their game. The last day of open hunting for deer Friday brought to a close a most successful season for a ma jority of hunters invading the Blue mountain hinterland. Notice is hereby given that under and by virtue of an execution duly issued out of the Circuit Court of the State of Oregon for Morrow County, on the 3rd day of October, 1935, pursuant to a Judgment entered and rendered in said court on the 10th day of June, 1929, in favor of the First National Bank of Heppner, Oregon, a corporation, plain tiff and against W. W. Kilcup, and Rose H.
