possibility that it may be obtained.
It is entirely problematical if
the taxpayers of Heppner would
have approved issuance of bonds to
cover 55 per cent of the cost had
both projects been approved. Tax
payers are slow these days to vote
additional bonds and wisely so
even though the improvements are
to be much desired.
Experience has shown that it is
much cheaper to "pay as you go."
Where bonds are issued it has been
shown that the average cost of the
improvement is almost doubled by
the time the cost of issuing the
bonds and the interest has been
paid.
Sometimes it is possible to obtain
conveniences of life by going into
debt for them, and sometimes the
conveniences or mayhap necessi
ties may justify assumption of
the indebtedness. And this may be
true in the case of the water sys
tern improvement
Water is essential to human ex
istence, as it is to the existence of
plant life. Nothing adds more to
the prosperity and progress of any
community than an abundant sup
ply of water. Heppner has been go
ing on short water rations much of
the time this summer, due partly to
lack of supply and partly to the
distributing system being in ill re
pair. Should issuance of the bonds
if the project is approved make
it possible to have sufficient water
to meet all needs, and to spare,
surely our people will be slow in
counting what additional cost there
may be in obtaining it through ad
ditional bonds. But considering that
the government would stand 45 per
cent of the cost, building with bonds
might not be as expensive as the
city paying for the project with
cash, were the cash to be had.
In most cases, however, assump
tion of bonded indebtedness is ill
advised. The state of Washington
has obtained a fine highway sys
tem, a great deal of it concrete
pavement, without assuming a cent
of bonded indebtedness. Oregon's
bonded indebtedness for highways
runs into the millions. It may be
that Oregon would not have as good
a highway system as it has today
had it not bonded itself for the pur
pose, and it may be that it would
not have been able to build as rap
idly as Washington had it used
Washington's system, but it is cer
tain that the enormous sum of in
terest which will have been paid
by the time the bonds have been
retired would have built many miles
of fine highways.
It may be a blessing in disguise
that Heppner has been denied the
right of issuing bonds to pave
streets, and just because the PWA
has rejected the project does not
mean that Heppner may not even
tually have paved streets if the
people want and feel that they can
pay for it. A wise plan to follow
would be the plan used by Wash
ington in building her highways.
That is to budget an amount each
year which the taxpayers feel justi
fied in paying, and pave each year
just as much of the city streets as
the money will permit. In follow
ing this course it would not be many
years before the streets would be
permanently improved and the tax
payers would have dodged the pay
ment of interest, thus considerably
lowering the cost of the improve

Richard Robison enrolled in the
high school here. He went to the
grade school here but attended
Heppner high school the past two
years. We are glad to have him
back again.
Mrs. Clary, the high school prin
cipal, has purchased a typewriter
and had it installed in the school
this year. All pupils who wish may
study typing. Roland Farrens, Pat
Bleakman and Lois Stevens have
taken advantage of this offer. We
appreciate Mrs. Clary s kindness.
Mrs. Buck Adams was visiting in
Heppner Monday.
Mrs. Harvey Harshman and Del
sie May, Dallas McDaniel and
Gladys Lovgren were visiting here
Saturday.
Mrs. Everett Harshman and Mrs.
Lloyd Harshman returned from the
mountains yesterday. They spent
several weeks with their husbands
near Granite.
Mrs. Orrin McDaniel and sister,

of the week to inspect the grade
school building; which he found O.
K. Work will begin on it soon. The
school will be held In the high
school building until the work is
finished. They expect to have it
ready for use by November 1st

Miss Kathryn Dean was maid of

Oregon, is the holder of Certificate of
Delinquency No. 2638, issued on the
31st day of December, 1934, by the
sheriff and tax collector of Morrow
County, Oregon, and duly filed for
record by the Clerk of said county on
the 5th day of July, 1936, which said
Certificate is In the amount of $63,274.79,
being the amount then due and delin
quent tor taxes for the year 1930 and
prior years, together with penalty, in
terest and osts thereon, upon real
property situated in said county here
inafter described, which said respective
parcels of real property being assessed
nespectively to you as is hereinafter
set forth in this summons.
You and each of you are further noti
fied that in the subjoined tabulation of
this summons the left hand column of
said tabulation under the words "Pres
ent Owner" is the name of the person
or persons appearing on the latest tax
roll in the hands of the sheriff for col
lection as the owner or owners of said
property described in the column next
following; that the column next fol
lowing under the word "Description"
shows and properly alleges the descrip
tion of the several tracts of land herein
referred to; that In the said descrip
