CENSUS PLANS WILL
GIVE 150,000 JOBS
Commerce Department
Asks Statistical Surveys.
Washington. Thrpe Important
statistical projects, endorsed by the
census bureau, will provide, If
finally approved as part of the na
tional re-employment drive, jobs
for more than 150,000 persons for
varying periods. The projects are.
first, a census of population and
unemployment, with an estimated
cost of $10,000,000; second, a cen
sus of business activities, with an
estimated cost of about $8,000,000
or $9,000,000 ,and third, an alpha
betical Index by geographic units
and by families, of all Individuals
In the United Stntes returned In
the census of 1900, to cost about
$2,000,000.
The total estimated cost would
thus be $20,000,000 or $27,000,000.
Estimated employment for' these
three projects Is 125,000, 25,000 and
2,000, respectively. The Depart
ment of Commerce In behalf of the
census bureau, has submitted re
quests to the division of applica
tions and Information of the Works
Program administration for grants
to cover the second and third proj
ects. Check on Unemployment
The first project, a census of pop
ulation, employment and unemploy
ment, has received a favorable rec
ommendation from a cabinet com
mittee appointed to consider the
matter, made up of Secretaries
Roper and Perkins and Adminis
trator Harry Hopkins.
Five different bills for an un
employment census are now pend
ing before congressional commit
tees. None has received the ap
proval of the budget bureau. The
proposed census of population and
employment depends, therefore, on
a grant from the $4,000,000 works
relief appropriation. The final de
cision now rests wltth President
Roosevelt.
The second project, that for a
census of all business activities,
except agriculture and manufactur
ing, will be started. If funds are
granted, on January 1, 1030, to
cover the calendar year 1935. Un
der the plans prepared by the De
partment of Commerce administra
tive headquarters will be .located
at Baltimore. The census will as
semble basic . Information on the
number of operating units, employ
ment, pay rolls, receipts and other
data for all business enterprises.
Census of the Aged.
The third project, that for an al
phabetical Index, Is to assemble
Information concerning the ages of
Individuals covered by recent state
and federal old-age pension legisla
tion. Under the economic security
law alone it Is estimated that the
census bureau will be asked to fur
nish evidence of age for at least
350,000 and perhaps an many as
500,000 applicants for old-age pen
sions during the first years of the
. operation of the law.
For five or ten years thereafter
the applications will probably run
about 100,000 annually. To conduct
hundreds of thousands of searches
In the original census schedules
would quickly destroy them.
The census bureau plans to lo
cate this Indexing Job at Philadelphia.
The Friendly Cardinal
The Cardinal, or red bird, is bright
cardinal a strong red with a bit
of blue, but not enough to make the
red a purple. The back, wings, tall,
and crest are less brilliantly red,
seeming to have a hint of black
to make the red rather dull. His
breast and sides have the brighter
coloring. The beak Is red with a yel
low cast. His feet are light grayish to
yellow-brown. The black mask does
not conceal his Identity. The Car
dinal's food Is made up chiefly of
small, wild fruits, weed seeds, and
Insects.
Humanism, Religious Movement
Humanism Is a religious move
ment emphasizing faith In man In
stead of belief In the supernatural.
In the United States It has arisen
largely from and In the left wing
of Unltarlanlsm, although It Is
spreading In other liberal religious
groups. The tendency Is toward
minimizing or abolition of prayer
worship and Bible reading, and
the maintenance of an agnostic at
titude on Immortnllty and the ex
istence of God. It Is estimated that
there are at least 10,000 Humanists
the United Stntes.
