a celebration where someone threw
bomb. It was his lot to be in the
bomb's range when it exploded, and
he received a nasty sore on his
cheek. He might have lost an eye
r worse. The Fourth of July
bomb carries potential death, no
less than the assassin's bomb, if its
destructive force reaches a vital
spot.
In barbaric day man made sport
of human torture. To see a weak
ling writhe in agony was glee-invoking,
and to see a stout man
weaken to torture was cause for
outright guffaw.
Call it thoughtless fun, if you
like, or alibi it as you will there
is no denying that malicious use of
fireworks is naught but a return to
barbarism.

of this end of the county in the
next few days. The Watkins Com
pany is a large, national organiza
tion with over 9000 dealers serving
farm and city communities in every
state in the Union.
New Postoffice Out.
SENATOR McNARY has written
Postmaster Cox that it is impos
sible to do anvthine about a new
nnstnffice for Hermner at this time,
because it does not come in the
classification of cities eligible lor
new postofflces. Only cities having
postal receipts dn excess of $10,000
a year are in the eligibility class,
and receipts here do not reach that
figure.
That's the law; so Heppner must
forget about getting a new postof
fice until receipts make our city
eligible. That there's no rhyme nor
reason to any such law makes no
difference to Mr. MoNary, nor aoes
it seem to make any difference to
anvone else.
This law like so many other laws
of our government takes no cogni
nf need or economy. Under
our present governmental set-up
each department Is a government
(into itself, and it were sacrilege for
one department to have anything
to do with another department
In other words, the postoffice de
partment may build postofflces in
places where receipts exceed $10,-noo-
nr some other department may
build a buildine. or do anything
else it pleases where conditions
meet regulations; but there is no
wav nf coordinating the work of
the postoffice department with that
of any other department so that
