CONDUCT of the business of
School District No. 1 for the last
year has been in the hands of three
substantial taxpayers, and their
generous attitude toward education
is worthy of recognition. Mr. Bar
ratt and Mr. Wightman are the
largest holders of farm land with'
in the district, and both pay heav
ily into its tax coffers. They, prob
ably more than anyone within the
district, are vitally interested in
keeping school costs at a minimum.
and they have worked consistently
to that end. Yet, they have grasped
the necessity of keeping the schools
going, and of giving children of the
district a maximum of education at
a minimum of expense. They have
moved slowly where curtailment of
expense meant lowering of stand
ards. Their task has not been easy.
But it was performed thoroughly,
intelligently and without friction.
Such a type of high-minded service,
sacrificing self-interest to the best
Interests of all, If carried out in all
departments of government, would
relieve the odium which too often
attaches to holding of public office.
It Can be Done.
lANY scars in the hearts of
Heppner residents caused by the
flood disaster of 1903 are not yet
healed, and those who have such
scars will receive joyfully the news
that a recurrence of such a catas
trophe can be averted.
Retention by dams of such a vol
ume of water as visited Heppner on
Sunday, June 14, 1903, is not only
possible but wholly feasible, says
Rhea Luper, a boy 15 years old liv
ing on Rhea creek when the mem
orable flood visited this city, now a
graduate engineer. His advice has
resulted in the county court and
the Lions club taking action to lay
the matter before the army engin
eers. May we expect immediate fa
vorable action.
The 1903 flood is but one of sev
eral which has visited Heppner and
other sections of the county since
the advent of the white man. On
May 29 last year, no small taste of
the havoc which cloudbursts may
do was experienced. Cloudbursts
are a constant threat this time of
year. They come without warning
and leave destruction In their wake.
Damming of major watercourses
of the county, especially Willow,
Hinton and Rhea creeks, would not
only go a long way toward assuring
flood protection, but would also help
conserve flood waters for irrigation.
They would probably help more
than any other measure to restore
this section to its former produc
tiveness. There is cause for rejoicing al
ready in the coming of the govern
ment's soil conservation service
whose program includes measures
which should materially aid in
flood control. It Is proposed to
make plow furrows at intervals on
the steeper hillsides to prevent rap
id run-off of water. Such practice
should not only help retain mois
ture on the rangeland to help re
store vegetation and thus prevent
washing of the soil, but it should
also retard the water from cloud
bursts and make a flood of any
magnitude unlikely.
Comfort is received from know
ing that floods can be controlled in
this section. And a sigh of relief
will be taken when it is accom

held In Pine City Monday. Mrs.
John Healy was elected director
and Mrs. Faye Finch waB re-elected
as clerk.
Mr. and Mrs. Joe Foley spent Fri
day evening visiting at the A. E.
Wattenburger home.
Miss Neva Neill returned home
Saturday from La Grande where
she has been attending normal
school.
Mr. and Mrs. Joe Foley and Miss
Berdena Bowman spent Sunday vis-
iting at the Fred Hoskins home
near Heppner.
Mr. and Mrs. W. D. Neill were
business visitors in Hermlston on
Monday morning.
Miss Iris Omohundro is spending
a few days this week visiting Miss
Mary Cunha at Lena.
Mrs. T. J. O'Brien visited with
Mrs. Mae Kilkenny Monday eve
ning.
Miss Bernice Neil was an over
night guest of Miss Alma Neill
Monday.
Mrs. Ollie Neill and daughter
Neva visited at the A. E. Watten-
burger home Sunday afternoon.
Mr. and Mrs John Healy and
daughters Helen and Rosetta and
son Billy were business visitors in
Heppner Monday. Misses Helen
and Rosetta remained in Heppner
for a couple of weeks visit with
relatives.
Mrs. T. J. O'Brien and son Pat
