Where Is It Taking Us?
ANOTHER New Deal trick has
been slipped from the pack. It
is part of the set-up under the Na
tional Housing Act, and more par
ticularly known as the Federal
Housing Aministration. First no
tice of it came to the Gazette Times
office this week in the form of a
nicely printed, elaborately illustrat
ed booklet, setting out the advant
ages to be gained by the home own
er and the business proprietor la
fixing up his house or building now.
In effect this is how the plan
works: If you have a good credit
rating in the community, and if you
have an income from an assured
source amounting to more than Ave
times the yearly payment on the
loan, you may go to your bank or
building and loan association (pro
vided it has been approved to make
such a loan) and borrow such
amount as you may desire to fix up
your home, provided you do not ask
for more than you may be consid
ered capable of repaying. Then, if
the nature of the improvements ex
pected to be made meets the ap
proval of your banker, and is deem
ed to be harmonious with the dis
trict in which you reside, and pro
vided further that the type of im
provement will not cover up some
default in construction or other'
wise run counter to one of the nu
merous rules laid down by the par
ticular New Deal bureau in charge,
then, provided your head is not ach
ing beyond repair and the special
investigator approves the color of
your eyebrows then, the banker
may make you a loan of such an
amount as you may be deemed
worthy and the money of all the
people, that i3, the government's
money, will guarantee the banker
that you are really good for the
loan. Then after taking out $5 for
each $100 of the amount of the loan
as his one and only fee, the banker
may hand you out the residue of the
loan to go to work with. You will
have as many months in which to
repay the loan as you may desire,
paying an equal amount each
month; except that should any
month's payment become more than
15 days past due, the banker will
have the right to assess you five
cents penalty on each dollar of the
past due payment. And should you
fail to make payments on time too
frequently, the pamphlet stipulates
"Persistent delinquency will make
it necessary for the financial in
stitution to take proper steps to ef
fect collection in full.
The purpose of this latest govern
mental plan is laudable, as is the
purpose of most of the preceding
New Deal plans. It would be fine
for everyone who can afford it to
fix up his premises that, in effect,
is all the plan could hope to accom
plish. And in fixing up his premises
it would be fine for everyone to be
guided by expert planning such as
the set-up aims at . No doubt if
people who can afford it would do
the improving the plan encourages,
the building and allied industries
and trades would be stimulated im
mensely and so make better times.
But, in this, as in every other New
Deal plan, there is nothing to stim
ulate the investment of capital in
private industry, a thing needed to
be done before anything like per
manent business recovery can be
hoped for.
Here, as in every New Deal ven
ture, the sop of government guar
antee is offered to protect capital.
How far all the people's resources
may be used to protect part of the
people's money remains to be seen.
Certain it is that capital will not
venture far toward opening up new
resources, making new develop
ments and creating new Jobs so
long as it can comfortably feed on
the sop of government paternalism.
And in providing such protection
for capital, the New Deal has creat
ed government bureau upon govern
ment bureau to draw further upon
the life-blood of the taxpayer, who
is further afflicted by the large class
who are denied the means of mak
ing a livelihood for themselves, and
by the ever-mounting burden of in
terest through billions upon billions
of government bonds, tax-free,
which are thrown to capital as ad
ditional bait to keep It from ven
turing directly into private fields of
endeavor.

Mrs. Talbot of Calexico. Calif.,
came to Boardman last week and is
visiting here for a time at the home
of her parents, Mr. and Mrs. Geo.
Blayden.
Mrs. Cora Warner returned home
Friday evening from a month's vis
it with her daughter, Mrs. Charles
Goodwin, at Silver Falls, near Sil
verton. Mrs. Warner also visited
several days in Salem with Mrs.
S. H. Boardman.
A large crowd attended the
grange council meeting held here
in the gym Saturday. An interest
ing time was had. Pot luck dinner
was served at noon and in the eve
ning. The regular grange meeting
of Greenfield grange was held in
the evening, after which dancing
was enjoyed. Music was furnished
by Harland Lundell and Mr. Kruse
and Lois.
Kaufman's dance orchestra will
furnish the music for the fair dance
Satuday evening, Aug. 25. Admis
sion is 40 cents for gents, 10 cents
for ladies. Supper will be served
at midnight.
The H. E. club and Ladies Aid
will serve dinner in the school cafe
teria at noon on both days of the
fair, tomorrow and Saturday. A
chicken dinner will be served Fri
day, and roast beef dinner on Sat
urday. Mr. and Mrs. Bryce Dillabough
and family are spending their va
cation this week at Wallowa, visit
ing at the Lee Mead home.
Mrs. Floyd Surface and Milton
accompanied Mr. and Mrs. W. O.
Miller of Umatilla to Portland Wed
nesday. They planned to return
home Sunday.
Mrs. A. A. Agee returned home
last week from Hood River where
she has been for two weeks.
Mr. and Mrs. McFarren of Hood
River are the parents of a son, Al
len James, born a couple of weeks
ago. The McFarren family were
Boardman residents last year.
Mrs. Pearl McConkie and daugh
ters and Art Madden spent last
Sunday at Condon.
Mr. and Mrs. J. P. Heck and
daughters of Seattle spent the week
end here with Mrs. Heck's mother,
Mrs. Eva Warner.
Mr. and Ms. J. F. Barlow were
business visitors in Heppner Sat
urday
L. W. Compton spent several days
in Portland last week and came
home in a 1933 sport coupe which
he has purchased.
Mr. and Mrs. Bill I-Londe were
Portland visitors during the week
end.
M. and Mrs. C. W. Short of Gol
dendale spent Thursday here with
Mr. Short's sister, Mrs. Shell.
Edward Compton returned home
last week from Los Angeles where
he has been working during the
summer.
School will open in the Boardman
public school, Monday, Sept 3. Any
high school student that has second
hand books to sell that will be used
in school this year, is asked to
bring them in this week to Mrs.
A. R. Barlow who will have charge
of the books this year.
Mrs. Anderson of New Plymouth,
Idaho, and Louis Blayden of Vale
are here this week visiting at the
Gorham and George Blayden
homes.
