HOW TO BECOME A SHEEPMAN
(John Day Valley Ranger)
Here is a letter reputed to have
been received by a sheep distribut
ing company from a prospective
customer. It is presented here with,
little comment and no recommen
dation. The name of the company
is omitted, as is also the name of
the writer. In fact, we are not per
sonally acquainted with either.
Dear Mr. Sheep Company:
I have your literature concerning
your sheep company and I am in
terested in as much as I am think
ing I would like to get a sheep and
go into the sheep business this sum
mer. -
I wonder if you have any sample
sheep you give away. Even a small
one would be all right, as I will
have to keep it in my office until I
can get some pasture for it, where
I can put it out and have it pasteur
ized. I would like a nice, medium-
weight, all-wool in stripes, if you
have them one I can skin and
make a Pendleton jacket out of la
ter on.
When you skin a sheep once, is
that the end of it, or can they be
skinned regularly like a human be
ing?
I have an old sheepskin in my of
fice I have been living off of for 27
years, and I thought if I had a
whole live sheep I might do better.
I see in the papers there is a lot
of trouble about tariff on wool, so
if you can pick out at sheep that
hasn't any tariff on the wool; it
might save me cleaning it when it
gets here.
And another thing, don't send me
a U sheep because they have signs
on the street here that say that you
can't make a U turn and I couldn't
get one into the office very well if I
couldn't make it turn.
NOTICE OF FARM ALLOTMENTS AND
OF MAXIMUM ACREAGES OF WHEAT
FOR 1934 UNDER CONTRACTS FOR
MEMBERS OF THE WHEAT PRO
DUCTION CONTROL ASSOCIATION
OF MORROW COUNTY, STATE OF
OREGON.
Listed below are statements of the al
lotments which have been determined for
members of the Morrow County Wheat Pro
duction Control Association. These allot
ments are to hold for the duration of the
present wheat contracts, and they are the
basis upon which adjustment payments are
to be made. They have been determined, by
the County Allotment Committee after
careful consideration of the application
statements. Every effort has been made
to have these allotment as accurate as
possible. The maximum acreage which
may be sown to wheat for the 1934 crop
on each farm, under the reduction require
ments of the contract, is also listed.
The Morrow County allotment, which
has been calculated from records of the
United States Department of Agriculture,
is 1.050.066 bushels, -his is the total num
ber of bushels allotted to the county under
the wheat plan. The total of the individ
ual allotments, including those allotments
which could have been assigned to farms
which are not participating under the
wheat program, must be in line with the
county allotment figure. The number of
nonparticipating farmers in the county is
44 ; the average total wheat acreage for
those nonparticipating farms during the
base period is 11,435 acres; the total aver
age wheat production on these nonpartici
pating farms during the base period is 140,
177 bushels.

Gentlemen :
Pursuant to the conditions of my con
tract with you, I have made an audit of
records and account of the County Clerk,
Mr. Gay M. Anderson, the County Sheriff,
Mr. C. J. D. Bauman. the County Treas
urer, Mr. L. W. Brigga, and the County As
sessor, Mr. J. J. Wells, from January I,
1933 to December 31. 1933 and examined all
invoices and payrolls presented and passed
by your Court and submit my findings as
follows :
Your Sheriff and Ex-omcio Tax Collector
collected the sum of $267,601.36 during this
period of 193S and from Land Sales the
sum of 12,887.13 or a total of $270,388.49.
He turned over to the County Treasurer
on settlement sheets the sum of $237,790.50
and unsegregated taxes the sum of $28,914.-
73 and held on hand $3,616.71 which was
turned over in 1934, or a total of $270,
22 1 .94. There was deducted from the
amount of collections of 1933 the sum of
$174.66 as mentioned in my report for the
1932 audit. With the balance due Mr. Bau
man on December 31, 1932, of $.01 there
is due Mr. Bauman on December 31, 1938,
the sum of $8.02 as recorded herewith. Of
the amount of collections the sum of $2,
474.79 was for penalty and interest.
County Clerk's Office.
Your Clerk, Mr. Gay M. Anderson made
collections during the year as pertaining
to collections due the County and itemized
on the statement of his account herewith:
To the credit of General Fund $3,218.38, of
Koad Fund $298.70. Market Road Fund
$5.30, and Miscellaneous .Funds $378.00,
and with the balance on hand December 31,
1932 of $243.04, making a total of $4,743.
42. This amount was turned over to the
Treasurer in the amounts and dates shown
on the said account.
Assessor's Collections.
Mr. J. J. Wells, your Assessor, collected
taxes on unsecured personal property to
the amount of $132.20, which with the bal
ance on hand December 31. 1932 of $365.19
was turned over to the Treasurer in the
sum of $497.39 on the dates and amounts
recorded on his statement of account here
with.
Treasurer's Office.
The cash balance on January 1. 1933 in
the account of the County Treasurer. Mr.
L. W. Bnggs. as shown in my reoort on
December 31, 1932 was $94,669.71. The
cash receipts for the year as itemized were
$302,281.01 and the cash disbursements for
the year were $294,730.02, leaving a cash
balance on December 31. 1933. of $102,220.-
70. The balance belonging to the various
funds as shown by the statement of Re
ceipts, Disbursements, and Transfers of
All Funds as to the amount of segregated
tax turn-overs and various receipts, but
does not include what are due them on the
taxes unsegregated.

The record of the Cash and Cash items
of the report amounting to $6,967.28, a
memorandum made by Mr. Brtsrics to bal
ance his cash on December 31, 1933, has
been destroyed. This does not include the
amount of "Unlocated error" in his state
ment that appears from time to time and
is an amount of surplus cash re Dor ted on
December 2, 1933, statement as amounting
to $362.57.
The item of Balance in Bank of lone of
$6,894.07 : At the time of the closing of
the Bank of lone there was on deposit the
sum of $12,688.47. subsequent liquidation
of dividends and U. S. Liberty Bonds re
duced the amount to $6,894.07, which
amount is now carried as a cash asset. The
bank had not furnished security to protect
this deposit. The Bank closed on January
10, 1927. The Metropolitan Casualty Com
pany of New York bonded Mr. Brings in
the sum of $50,000.00 on their bond num
ber 8435 covering the Treasurer's transac
tions for four years beginning January 1
1927, and was Bealed and dated the 3rd day
of December, 1926. Steps should be insti
gated to adjust this amount.
Tax Rolls.
After much labor the standings as re
gards delinquent taxes on the rolls from
1922 to 1932 on December 31, 1933, has
been determined. Owing to the fact that
the statutes recently enacted cancelled all
certificates of delinquency not foreclosed
many amounts reported in the report of
the 1932 audit have been placed back as un
collected taxes.
The last roll foreclosed was the 1922 roll
and the amount bid in by the County for
that sale was $12,836.43, of which amount
the county and school portion was $7,196.
61, including penalty, interest and costs.
The total amount' of cancellations on all
funds for all these rolls amounts to $212,
809.28. The amount of delinquent taxes on
all rolls from the 1922 roll to the 1932 roll
inclusive on December 81, 1933 was $512,-
Z6b.8. Ihe county and the county school
portion of which sum amounts to $161
910.36. The general and county school tax
delinquent on the 1932 roll was $49,887.16
1931 roll $27,418.93. 1930 roll $22,605.43,
and'of the 1930 and previous ten payment
plan $14,614.81. The total delinquent road
ax lor !. to 1933 amounts to $48,222.49.
Ihe 1932 roll amount delinquent is $13,
271.68; 1981 roll $10,118.00. 1930 roll $8.-
120.99. and the ten payment play of 1930
and previous $5,004.96. The delinquent
taxes fur the Market Koad amounts to $20,
908.33 of which amount $7,239.49 appears
on the iya roll, M,tuu.KZ on the 1931 roll
$2,707.62 on the 1930 roll, and $1,747.27 on
the J 980 and previous ten payment roll,
There is $46,660.69 delinquent on Bonds and
Bond Interest fund, of which $18,298.18 is
on the 1932 tax roll, $8,742.26 on the 1931
roll. $4,199.16 on the 1930 roll, and 34.047.25
on the 1980 and previous years ten payment
plan. The balance of delinquencies of these
funds are noted on each roll. Also other
funds that the Court has no interest in are
scheduled in this statement in case anyone
is Interested In them.
You will find a report on each tax roll
covering the rolls for the years 1922 to
1932 as of December 8, 1983.
There were a few discrepancies In tha
segregation of the tax collections in the I
several rolls, a statement of which SDoeant !
of the detail amounts, as well as a sum
mary herewith. As the discreoancies re
ported in the report of December 31, 1932 I
do nof appear to have been adjusted, I !
wouia suggest mat the tax collectors office I
make the corrections as soon as funds are
available, for both audits.
Report on Cast Account of General Fund.
The cash balance 6n Januarv 1. 19SS. of
the General Fund was $19,645.62, and the
receipts were taxes $60,064.13, assess
or's collections $176.77, land sales $1,
582.50, and other receipts as itemized on
the report of this fund herewith $4,782.66.
or a total of $86,251.63. This fund had
disbursements as follows : Warrants and
vouchers paid $o8,4t0.12, interest on war
rants $261.86, loan to Bond interest fund
$3,200.00, and transfer to Elementary
School Fund $19,269.76, leaving a cash bal
ance on December 31, 1933, of $5,049.84.
Report of Cash Account of Road Fund.
The cash balance on January 1. 1933. of
the Road Fund was $16,362.53, and the re
ceipts were taxes $19,649.72, assessor's col
lections $54.34, other receiuts as itemized
$4,157.91, with a transfer of $.02 from Spec
ial Koad Jjist. No. 4, making a total of
$40,124.62. The disbursements were war
rants paid $26,878.66, leaving a balance of
$13,245.86 as of December 31, 1933.
Report on Cash Account of Market Road
Fund.
The cash balance on Januarv I. 1938. of
Market Road Fund was $4,836.26 and re
ceipts were taxes $9,737.85, assessor's col
lections $29.64, warrants from general road
$105.09, and other collections as itemized
on the report herewith $416.18, or a total
of $15,125.07. The disbursements were
warrants paid $7,911.93, leaving a balance
on December 31, 1933, of $7,213.09.
Report on Cash Account of Bond Interest
Fund.
The cash balance on January 1. 1933. of
the Bond Interest Fund was $241.89 and
the receipts were taxes $14,033.56, assess
or's collections $42.11, loan from Bond
Sinking Fund $5,000.00. loan from Gen
eral County Fund $3,200.00, and from Mo
tor License r-und $4,377.04, or a total of
$26,894.60. The disbursements were bond
interest paid $25,261.61. leaving a balance
on December 31, 1933, of $1,632.99.
Report on Cash Account of Bonk Sinking
Fund.
The cash balance of the Bond Sinking
Fund on January 1, 1933, was $7,191.38
The receipts were taxes $4,072.27, assess
or's collections $12.25, other collections as
itemized $50.63, or a total of $4,326.61. The
disbursements were bonds retired $2,000.00,
loan to Bond Interest Fund $5,000.00, leav
ing a cash balance December '31, 1933, of
$4,326.57.
Financial Balance Report General Fund.
The Financial Statement of the General
Fund on December 31, 1933, showB as as
sets delinquent taxes $118,539.34 plus the
proportion due on the 1930 and prior years
roll and in the hands of the Treasurer un
segregated taxes, and land sales $7,778.04,
and a cash balance of $5,049.84, or a total
of $131,367.22. The warrant indebtedness
was $5,049.84 and bonded indebtedness
$517,000.00. However, the amount stated
as bonded indebtedness does not include
the $4,000.00 purchased by the Bond Sink
ing Fund and held as an investment. Of
the bonded indebtedness $22,000.00 is due
during 1934.
Financial Balance Report Road Fund.
The Financial Statement of the Road
Fund shows on December 31, 1933, as as
sets delinquent taxes amounting to $48,
222.49, unsegregated taxes in hands uf
Treasurer of $2,980.89, and cash balance
of $13,245.86. or a total of $64,449.26, with
warrants outstanding of $330.77.
Financial Balance Report Market Road
Fund.
The Financial Statement of the Market
Road Fund shows on December 31, 1933
as assets delinquent taxes of $20,903.33, un
segregated taxes in hands of Treasurer $1,
355.48, and cash balance of $7,213.09, or a
total of $29,476.88, with warrants out
standing of $35.19.
Financial Balance Report Bond Interest
Fund.
The Financial Statement of the Bond In
terest Fund on December 31, 1933. shows
as assets delinquent taxes of $27,971.46,
plus the apportionment of the 1930 and
previous years account, and unsegregated
taxes and land sales in the hands of the
Treasurer of $2,020.62, with the cash bal
ance of $1,632.99, or a total of $31,635.07,
with liabilities for loans from the General

curities invested of $3,940.00, and loan due
from the Bond Interest Fund of $5,000.00.
or a total of $28,917.15. Road bands ma
turing in 1934 amounts to $22,000.00.
BUDGET General Fund.
The report of the expenditures of bud
get appropriations of the General Fund
shows a net unexpended balance of $18,
054.61. Of this amount there is an item
of $5,183 28 of unexpended balance of the
County School appropriations. This is ac
counted for in the amount of delinquent
taxes.
The item of $8,000.00 Emeregency appro
priation was charged with only $112.92,
leaving an unexpended balance of $17,877.
08. The unexpended balances occur in all
appropriations with few exceptions in all
the items.
Road Fund.
The report on the expenditure of budget
appropriations of the Road Fund showB a
net over-expended balance of $653.72.
Market Road Fund.
Of the appropriation of $14,000.00 only
$7,160.69 was expended by the County,
leaving an unexpended balance of $6,849.41.
Sinking Fund.
Bonds amounting to $2,000.00 were re
tired from the appropriation of $6.000.00

bonds due, the other bonds due this period
having been previously retired.
High School Tuition Fund.
Only $8,617.06 of the High School Tuition
Fund was available for distribution out of
the appropriation of $15,432.00.
Apparently there has been overpayment
in the case of a few Probate Fees as noted
in the statement of the same.
Also find a few discrepancies in the
amounts paid on some invoices which can
easily be adjusted with parties interested.
There is herewith a statement of can
cellation of funds on all the rolls from
1922 to 1932 which may be of benefit in
any correct audit made in the future by the
cities or school districts as well as the de
linquent taxes on each fund.
Among the items of cancellation caused
by foreclosed taxes by the County an item
of State Fire Patrol amounting to $577.23,
which the state may claim the County
should pay.
A statement appears also giving the re
ceipts, transfers, and disbursements of all
funds by the Treasurer, the- value of which
is for reference only.

NOTICE OF SHERIFF'S SALE.
Notice is hereby given that by virtue of
an execution issued out of the Circuit Court
of the State of Oregon for Morrow County,
dated April 13th, 1934, in that certain suit
whmrein the Federal Land Hank of Spo
kane, a corporation, as plaintitT, recovered
a judgment against the defendant, Adam J.
Knoblock, for the following sums, to-wit:
For the sum of $56.25, 'with interest at the
rate of 8 per cent per annum from the 17th
day of April, 1932; the sum of $55.25, with
interest at the rate of 8 per cent per annum
from the 17th day of October, 1932 ; the
sum of $55.25, with interest at the rate of
8 per cent per annum from the 17th day
of April, 1933 ; the sum of $1263.44, with
interest at the rate of 5', per cent per an
num from the 17th day of April, 1933, to
the 11th duy of July, 1933, and at the rate
of 41"! per. cent per annum from the 11th
day of July, 1933; and the sum of $12.60,
abstract charge paid on the 30th day of
August, 1933 ; and the further sum of
$100.00 attorney's fee in this suit; and the
further sum of $23.55, plaintiff's costs and
disbursements in this suit, and a decree of
foreclosure against the defendants Adam J.
Knoblock ; Heppner Farmers Elevator
Company, a corporation ; R. A. Thompson,
J. J. Chisholm, W, A. Kearns, Jeff Jones
and J. G, Barratt as trustees for the bene
fit of creditors of Heppner Farmers Ele
vator Company; V. L. Farrens and Jane
Doe Farrens, whose christian name is Mary,
husband and wife; and Hardman National
Farm Loan Association, a corporation, I
will, on the 19th day of May, 1934, at the
hour of Ten o'clock A. M. of said day at

ered upon a judgment and decree and order
of sale rendered in said court on the 12th
day of March, 1U34, in favor of R. D. Grav
and against Annie Williams, Henry Crump
as administrator of the estate of Annie
Williams, deceased ; Henry Crump, Fred
