WHILE there is little in the po litical situation to evoke unus ual interest at the polls on May IS, there are some important offices for which to select men and some Im portant measures to be voted upon. This newspaper has no desire to at tempt to dictate theote of anyone in any instance, but it would like to emphasize the importance of ev eryone exercising his right of fran chise who has the privilege of do ing so. Only through an active electorate can a true expression of the desires of the people be given. There is good reason for the re publicans of Morrow county tak ing an active interest at thi3 elec tion, however. It is the opportun ity which is afforded to promote an eastern Oregon man to a position on the state board of control. Eastern Oregon does have such representation at the present time, since the appointment of P. J. Sta- delman to the office of secretary of state. But Mr. S tad el man is not seeking reelection, and the only eastern Oregon candidate in the field, in either the republican or democratic ranks, is Earl W. Snell of Arlington. It appears that only through support of Mr. Snell can eastern Oregon hope to have a rep- resentative on the state's control body after next November. At this writing all indications point to the selection of a governor from the other side of the mountains. That Mr. Snell would fill the po sition of secretary of state worthily and do credit to his section of the state is indicated by his excellent record in the house of representa tives which resulted in his being raised to the' speakership. His work in the latter capacity is re cent history, and shows Mr. Snell to have a broad conception of the functioning of state government as a whole, as well as a sympathetic interest in the needs of his section. As speaker, Mr. Snell drew the focus of state attention which caused him to be mentioned several times as a likely gubernatorial prospect. He settled upon the race for secretary of state, however, be lieving that his capabilities at this time were better suited to serve his state in that office. collections during the year as follows: j Credit Genera) Fund as itemized of $2.- 6S9.78. for Road Fund $972.76, Market Road Fund $12,147.97, and Miscellaneous Funds of $521.00, or a. total of $16,331.46. Of this amount $243.04 was paid over to the County Treas urer shortly after the first of January. leaving a balance due of $.10, caused by an error. in footing the fee book. Assessor's Collections. Ma. Wells, your assessor, collected dur ing 19S2 taxes on personal property for 1982 assessments the sum of $503.41. There wan paid over to the County Treasurer in 1982 the sum of $132.22 of this amount leaving a balance of $365.19 on hand on December SI. 1932. This amount was paid to the County Treasurer on Jnuary 28, 19SS, upon receipt of tax from taxpayers. Treasurer's Office. The cash balance on December SI, 1931, according to the previous audit was $79, 028.82 and cash receipts as item i ted on the statement aecount of Leon W. Briggs, Treasurer, herewith, was $320,006.38. The cash disbursements as itemized on the same report were $304,365.49, leaving a balance on December 31, 1932 of $94,669.71. The balances belonging to the various funds will be found on the Statement of Re ceipts, Transfers and Disbursements of all funds herewith. lhis cash balance con tained the following items : First National Bank of Heppner $38,539.49 Farmers & Stockgrowers Bank of Heppner 16,716.17 American National Bank of Port land 28.065.83 First National Bank of Portland 2,$$3.88 Bank of lone ...... 6,894.07 U. You will find reports of the condition of the tax rolls of the 1922 to 1931 inclusive herewith. The amounts heretofore includ ed in the total delinquent the amounts of taxes foreclosed and the amounts cancelled by the Court. How much of the amounts foreclosed, cancelled, and still delinquent belongs to the General Fund, we are unable to state at this time, but expect to have the items for our next audit at the close of December 31, 1933. There were a few discrepancies in the segregation of the tax collections on the 1931, 1929, and 1928 rolls, which may be adjusted either by the sheriff's office in some following turnover to the Treasurer, ; or by transfers by the Treasurer and Clerk in their records. There is a statement of the summary of these errors, also a detail statement in case anyone should care to investigate. Report on General Fund for 1932. From the report on the cash account of the General Fund the cash balance in this fund on December 81, 1931, was $18,676.39 and the receipts from taxes $56,063.63. Assessor's collections on the 4932 tax was $32.36, aLnd Sales $42.00, and from other sources itemized $4,659.56 with a transfer from the Fair Fund to correct error in is suing a General Fund warrant on the Fair Fund of $71.85, or a total of $78. 445.79. The cash disbursements were War rants paid $37,781.02, interest on same $6.53, for Official Survey $30.25, payment to the Elementary School Fund as state tax $20,682.47, and transfer to Bond Interest Fund of $300.00, making total disburse ments of $58,800.27, leaving a cash balance on December 31, 1932 of $19,645.52. Report on General Road Fund for 1932. From the report the cash account of the General Road Fund the cash balance on December 31, 1931 was $14,791.71. The re ceipts from taxes was $21,034.83, assessor's collection on 1932 taxes $14.41, land sales $7.07. from other receipts as itemized there on $7,836.48, and as transfer from the Mar ket Road Fund of $4,000.00, or a total of $47,684.50. This disbursements were war rants paid of $27,321.97 and return of $4,000.00 to the Market Road Fund, or a total of $31,821.97, leaving a cash balance on December 31, 1932 of $16,362.53. Of the receipts the amount of Forest Rentals of $208.59, which is the full amount received from such Forest Rentals, 75 per cent should be in the Road Fund and 25 percent should be in the School Fund. Hence, the Road Fund owes the School Fund the amount of $52.15. Report on Market Road Fund of 1932. The cash balance on December 31. 1931 was $3,808.84 and the receipts from tax collections was $8,775.78, assessors collec tions of 1932 tax $6.55, land sales $2.32, other receipts $12,147.97 (including $12, 036.97 from State), and return of loan from General Fund of $4,000.00, or a total of $28,741.46. lhe disbursements were warrants paid $19,905.20 and loan to Gen eral Fund of $4,000.00, making a total of $23,905.20, leaving a cash balance on De cember 31, 1932 of $4,836.26. Report on Bond Interest Fund, 1932. The cash balance of the Bond Interest Fund on December 31, 1931, was $1,658.73. The receipts from tax collections was $12,- 142.41, assessor's collections fur 1932 tax $8.46. land sales $3.66, overpayment or bal ance from Chase National Bank $9.22, mo tor license fund $11,624.01, and a transfer from the General Fund of $300.00, or a to tal of $25,646.49. The disbursements were Bond Interest Coupons paid $26,404.60. leaving a balance on December 81, 1932 of $241.89. Report on Bond Sinking Fund, 1932. The cash balance of the Bond Sinking Fund on December Si, 1931 was $10,749.70. The receipts were tax collections $5,206.24, assessor's collections on 1932 roll $3.99, in terest on Liberty Bonds $79.57, and interest on bank balance in the American National Bank $92.88, or a total of $16,131.38. The disbursements were Bonds retired $5,000.00, investment in bonds $3,940.00, or a total of $8,940.00, leaving a balance on December 31, 1932 of $7,191.88. General Fund Warrant Accounts. After adjusting the General Fund" War rant Accounts of the issues from the year 1920 to 1932 inclusive, I find the General Fund Warrant Indebtedness on December 31. 1932. to be $1,707.24. of which amount $1,629.89 was of the 1932 issue. Of the is sue of 1931 warrants numbered 9648, 9816, 9952, and 10039 should be cancelled on the warrant register as these warrants were lost, and subsequent warrants issued in lieu thereof and paid. This would leave only one warrant of (3.20 outstanding of that issue. Report on Expenditures of Budget Appro priations. General Fund. The total appropriations for the General Fund for 1932 was $67,472.00 and of which there was expended the sum of $58,67.22, leaving an unexpended balance of $8,797.78 The item of Emergencies of $6,000.00 we have made no charge against, although perhaps the amounts expended under the classification of miscellaneous might right fully be considered as charges to this item. All the items of the over-expended balances are items of unforseen expense. There was a saving on all the aDDrooria tions otherwise. The estimated receipts at the Budget Meeting for General Fund was $3,650.00, but actual receipts were $4,731.41. Other Funds. The County School Fund appropriation shows an unexpended balance of $5,649.54. Owing to the delinquent taxes there was only $8,165.00 available out of the $13.. 815.00 appropriations with which to ap portion to the various school districts. The High School Tuition Fund flhowB an unexpended balance of $9,079.84 out of an appropriation of $13,000.00. The exnen diture of $4,400.66 reuresentinar the amount of warrants paid against the cash balance of that fund and is caused by the non payment of the tax levies. Road Bond Sinking Fund. The over-exnended amount shown on the budget item of $2,940.00 arises from the fact that bonds were purchased for $3, 940.00 as an investment and $5,000.00 were retired against an appropriation ol $bt- 000.00. The Statement of Receipts, Transiers ana Disbursements of All Funds herewith is a recalculation of the total cash transactions of all funds as shown by the County Treas urer's records, and the value is for refer ence only. Turner in your issue of April 12th has come to my attention. Mr. Turner badly dis torts my statement about the Wall Street Lobby. I have made it clear in my talks as I did at the Mor rnw Hnuntv Pomona that the term Wall Street was symbolic of big business. I made no statement that any Wall Street lobby was on harid at Salem other than to say that big business was working for it at Sa lem. It was general knowledge that big business had one of the largest lobbies at Salem that has been there for a long time. In the last sales tax campaign last July the rail , roads put up $1500 to put over the general sales tax. The same gener al sales tax features are in the pres ent bill and the utilities in Oregon will get a property tax reduction, based on 1933 assessments, of $696, 502.00 and they will pay very little in the way of sales taxes in Oregon. As far as the debate with Mr. Adams was concerned that was en tirely in the hands of the Pomona Lecturer.
