A SAFEGUARD OF PUBLIC
FUNDS.

RECENTLY an Oregon newspaper
made a reader-interest survey,
using what is known as the "Gal
lup system," to determine for its
own guidance and benefit the type
of news, advertising and features
which appealed most to its readers.
It may be surprising to some to
know that the monthly "exhibit of
claims of the county court" was
read by a large majority of the sub
scribers surveyed.
This revelation indicates a com
mendable interest in public business
by the public of this particular
county, and we doubt not that the
exhibit of claims of other counties
command as much interest
The law requires each county
clerk to publish a statement of all
claims authorized by the county
court and ordered paid each month,
The purpose of the law is to ac
quaint the interested citizens with
the expenditures of the county, to
advise them as to just how and for
what the tax money is being spent,
It was one of the wisest laws ever
enacted from a standpoint of safe
guarding public funds and insuring
them against waste, extravagance
and misuse. When the controlling
body knows that it must account
publicly for every cent it spends
and that every citizen is to be given
the opportunity of scrutinizing , ev
ery item of expenditure, there is a
natural tendency to be careful and
cautious in the appropriation of
funds.
. Just why the county courts should
be singled out for such monthly ac
countings is difficult to explain
Alone of all the tax spending bodies.
they are required to publish these
statements, although they handle
in many instances much less money
than other governmental bodies. If
it is sound policy to have county
courts reveal their expenditures to
the public they serve, why i3 it not
equally sound policy to require city
councils, school boards, port com
missions and other administrative
bodies to do likewise? Without any
reflection upon anyone, we under
take to say that many unwise ex
penditures would not have been
made had the governing bodies
known that the full glare of public
ity would be turned upon their
monthly claims.
A newspaper is handicapped in
advocating an extension of this pol
icy to all tax spending bodies for
the reason that it is a beneficiary
of the policy. The published exhibit
of claims is paid matter and at least
one newspaper receives this busi
ness. Yet the amount of the cost
is, we think, but a small insurance
premium for the protection given.
In the light of interest shown in
county's monthly exhibit, as proven
by the survey referred to, there is
good reason to believe that the pur'
pose of the law is being well served.
Still there are hubbies who are
wondering where the price of the
new Easter bonnet is coming from.
Anyway, it's a good old Dollar
that could stand all the mauling it
got and still retain its shape.
Uncle Sam is flying the air mail.

In Drafting Charter
Eugene. The city of Huntington
has requested the cooperation of
the Bureau of Municipal Research
and Service at the University of
Oregon in drafting a new charter
for the municipality, it was an
nounced here by Herman Kehrli,
director. The bureau will offer the
Services of Dr. James D. Barnett,
professor of political science, Wil
liam M. Briggs, field consultant for
the bureau and the League of Ore
gon Cities, and Mr. Kehrli.
The Bureau of Municipal Re
search and Service, which cooper
ates closely with the League of
Oregon Cities, is ready to assist
municipalities of Oregon on any
problem, Mr. Kehrli says. Head
quarters are on the campus of the
university at Eugene.

Court met on Jan. 3, 1934, with all
officers present when the following
proceedings were had:
Court cooperated with Biological
Survey to the sum of $800 in preda
tory control work for 1934.
M. L. Case was appointed to care
for burial of indigent poor for 1934
in accordance with his 1931 bid.
H. Howell was appointed Court
House Janitor for 1934.
Gazette Times was selected as
official newspaper for 1934.
Bond of H. Tamblyn was ap
proved for 1934.
Juniper Hall resolution was read
and Engineer ordered to report on
same.
No road district supervisors were
appointed as the law in regard to
same has been repealed.
The Jury List for 1934 consisting
of 251 names, was drawn, as well as
the election boards for the ensuing
two years.
The monthly support of Annie
Christopherson heretofore allowed
has been ordered discontinued.
The sum of $3757.27 balance in
Motor License Fund was trans
ferred to Bond Interest Fund as
per provision made in the budget.
Mrs. L. G. Rumble was given
contract to care for indigent hospl
tal cases at the rate of $50.00 per
month.

Dr. A. B. Gray was appointed
County Physician effective from
Jan. 1, 1934.
The petition of West Extension
District to have certain plats of
the Oregon Land and Water Co. re
corded was received and Court
agreed to pay half the recording
costs.
Dance applications of Willows
grange and Irrigon grange were
approved.
Warrants issued in lieu of cer
tain warrants of the 1920 issue were
ordered cancelled so as to balance
old outstanding warrants.
Warrant No. 568 issued July 6
1923, was cancelled on account of
being more than 7 years old.
The following amounts were or
dered transferred to the following
funds from the Emergency Fund:
Poor Fund $242.18; Insurance $9.28,
and Bonds $280.00.
The Budget was approved with
the following changes: Insane from
$3000 to $100; County School from
$14,290 to $14,576; State Tax from
$50,000 to $48,839; General Road
from $25,000 to $24,479; and Sealer
from $116 to $105; and levies were
ordered extended in accordance
with the budget as adopted, as well
as the, budgets for the different
levying bodies.
